- Description
- The Defense Logistics Agency (DLA) is a logistics combat support agency whose primary role is to provide supplies and services to America's military forces worldwide. The mission of Defense Logistics Agency Office of Operations Research and Resource Analysis (DORRA?s) Theater Distribution Team (TDT), within DLA, is to conduct analytical studies of theater distribution operations and organizations. DORRA?s TDT is responsible for developing and evaluating distribution strategies, stockage and other initiatives to determine the most effective and efficient method for ensuring that the needs of the warfighter are met. The TDT?s support covers various segments of the supply chain with an emphasis on activity performance from the Container Consolidation Point (CCP) operations through Aerial and Sea Ports of Embarkation and Debarkation to ensure that customers? readiness at reduced cost and cost effective sustainment of current and future deployed operations. DORRA-TDT has a requirement for consultant services to perform studies and analytical research within four analytical tracks: Distribution Systems Analysis and Research, Operations Research (OR), Economic Analysis (EA), and Business Process Re-engineering (BPR). Intimate knowledge and expertise in Theater Distribution operations, Deployable Distribution Depot operations and concepts, Theater Distribution Platforms (TDP), Strategic Distribution Platforms (STPs), and DLA Afloat Distribution operations and concepts required. One indefinite quantity time and materials contract will be awarded. This requirement will consist of one base year and four one year option periods. The first task order will be solicited with this solicitation. Place of performance will be Richmond, Virginia. Travel will be required in conjunction with performance of these duties. The Government envisions a best value procurement to satisfy this requirement. It will not be awarded on the basis of cost alone. THIS PROCUREMENT IS SET-ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSESS and will be issued on or around July 21, 2005.
