- The USDA, Agricultural Research Service intends to issue and award to the American Chemical Society on a sole source basis, a contract for all USDA users to have continuous electronic internet access to the journals described below. Award will be made pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. REQUIREMENT: The contractor shall provide continuous electronic access via the Internet for all USDA employees and public on-site users. All USDA locations, employees worldwide, contractors, cooperators and volunteers performing work on behalf of USDA are considered as authorized premises and users of the journals. The Contractor shall make ACS Journals content accessible 24 hours per day. Authorized users shall be granted access to the ACS journals through the IP recognition authentication process without any impediments. Journals to be accessed are entitled 1) Accounts of Chemical Research, 2) Analytical Chemistry, 3) Biochemistry, 4) Bio-conjugate Chemistry, 5) Bio-macromolecules, 6) Bio-technology Progress, 7) Chemical and Engineering News, 8) Chemical Research in Toxicology, 9) Chemical Reviews, 10) Environmental Science and Technology, 11) Industrial and Engineering Chemical Research, 12) Journal o Agricultural and Food Chemistry, 13) Journal of Medicinal Chemistry, 14) Journal of Natural Products, 15) Journal of Organic Chemistry, 16) Journal of Physical Chemistry, Part A, 17) Journal of Physical Chemistry, Part B, 18) Journal of Proteome Research, 19) Journal of the American Chemical Society, 20) Langmuir, 21) Macromolecules, 22) Organic Letters, 23) Energy and Fuels-ADDED, and 24) ACS Journal Archives. In addition to internal use, authorized users have the right to use the contents of the journals for ordinary business (research), scholarly and educational purposes required by the Government. This includes but are not limited to viewing, printing, saving, reusing and disseminating content. ADDITIONAL REQUIREMENTS: The contractor shall provide rights to the above titles during the term of the subscription. The contractor shall provide Perpetual Data Rights to the subscribed-to content on the mutually agreed-upon electronic medium and format should the subscription not be renewed or terminate for any reason. The right to perpetual use of the subscribed-to journal content will survive the termination of the contract for any reason. Award, effective 9/29/05, will be for a twelve (12) month base period and four (4) twelve (12) month option periods. Responses are to be received within 15 days of this notice. The NAICS Code/Size is 511120. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items . No telephone inquiries will be accepted. No solicitation will be issued.
