- The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Genomic Solutions in Ann Arbor, Michigan to furnish delivery and install a new Biorobotics Biopick System with Accessories and an optional extended service maintenance agreement. This instrument will be used solely for picking bacterial colonies and phage plaques for subculture. This requirement includes FAR clause 52.232-18, AVAILABILITY OF FUNDS and 52.232-19, AVAILABILITY OF FUNDS FOR THE NEXT FISCAL YEAR. The Contractor shall furnish all labor, equipment, materials, tools, services and supervision necessary to provide the SCHEDULE OF ITEMS. QUANTITY IS ONE EACH OF THE FOLLOWING ITEMS: ITEM NO. 01 - Biorobotics Biopick System with the Biopick II and the Bioassay Plate, 14 Cm Circular accessories. ITEM 02 - BIOASSAY PLATE, 22 CM SQUARE. ITEM 03 ? BIOASSAY PLATE, 10CM X 14 CM. ITEM 04 - BIOASSAY PLATE, 9 CM. ITEM 05 ? HEPA AIR FILTRATION; AND (OPTIONAL) ITEM NO. 06 - EXTENDED (1 YEAR) MAINTENANCE AGREEMENT. The USDA, ARS, NCCCWA has determined that the Genomic Solutions? Biopick system and accessories is the only instrument that meets the following SALIENT CHARACTERISTICS: 1) Image processing: a) Color discrimination for blue/white screening; b) Selection based on colony morphology and size; c) Resolution sufficient to allow at least 15 colonies/cm2. 2) Picking and inoculation: a) Ability to pick bacterial colonies and expansion to pick phage plaques. b) Capacity to pick 9216 colonies or plaques in 10 hours of unattended picking. c) The maximum throughput necessary is approximately 1000 colonies/hour. d) Dual inoculation of single colonies is required. e) Instrument must accept 22 x 22 cm and 10 x 14 cm plates as well as both 9 cm and 14 cm diameter round plates. f) Instrument must remove and replace lids and pre-fill destination plates with media. g) The picking tool is sterilized by immersion in fresh ethanol followed by the application of heat. It is crucial that the cooling cycle for the picking tool can be varied to ensure viability of bacteria when used to pick bacterial species that are temperature sensitive. 3) Environment: a) Instrument must have HEPA filtration to prevent contamination. b) Instrument must have expansion capacity to operate at temperatures as low as 15 degrees C; this feature will allow its use for picking bacteria that die at room temperature and above. 4) Software and documentation: a) Software must photo document the colonies or plaques picked and record their destination location. b) Picking software must allow that colonies can be selected for picking on color, size and shape. 5) Small Footprint ? only a bench top-sized instrument is required. SECTION 508 ACCESSIBILITY COMPLIANCE CLAUSE -The following standards are applicable to this contract 1194.21 and 1194.25. All equipment and software must be "Year 2000 Compliant". DELIVERY - shall be F.O.B. Destination, within Consignee's Premises within thirty days after receipt of the order. The Contractor shall provide pre-installation instructions within 15 days after receipt of the notice of award. INSTALLATION ? shall be completed within two week of delivery. TRAINING ? the contractor shall provide a one-day training for up to three (3) individuals. Training shall be completed within two weeks of delivery. DOCUMENTATION - The Contractor shall provide two (2) copies each of the operations, repair, software, maintenance manuals, lubrication and service instructions and operating instructions upon delivery of the equipment. All documentation shall include the P.O. number. WARRANTY ? The contractor shall provide a copy of the warranty. The period of the warranty shall begin upon acceptance by the Government. Also, an optional one (1) year EXTENDED WARRANTY may be purchased in accordance with 52.217-6. PAYMENT - The Contractor must be registered for Electronic Funds Transfer (EFT) payments in the Central Contractor?s Registration (CCR) database to receive payment. Payment may be made by a Government purchase order or Government Credit Card. Final payment shall not be made unless and until items have been received and are accepted by the Technical Representative. The NAICS Code is 339111 with a size standard of 500 employees. This procurement is unrestricted. This is not a request for proposal. No solicitation is available. Companies with the demonstrated capability and financial capacity to provide, service and warrant such equipment must submit a written substantive statement outlining the Company's and systems' capabilities, available service agreements and consumables (including price lists). This announcement and any other documents related to this procurement will be available electronically at the Internet site http://www.fedbizopps.gov. The Contractor is responsible for monitoring the FBO website for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received with 5 days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Genomic Solutions under the authority of FAR 6.302.
