Description

Five Meter Panchromatic Imagery. The following is a statement of work and a Request for Quote. The USDA Forest Service, Region 5 (California) will be acquiring a contiguous set(s) of 5 meter panchromatic digital satellite image data covering the Klamath, Northern Interior, and North Sierra sections of California. The minimum acquisition area will be approximately 2 million acres with up to 20 million acres possible. The imagery solicitation is partitioned into four delivery options of descending priority. Option 1 covers approximately 3 million acres and includes the Klamath National Forest in Northern California; Option 2 covers approximately 5 million acres and includes the Modoc National Forest in Northeastern California. Option 3 covers approximately 3 million acres and includes the Lassen National Forest. Option 4 covers approximately 10 million acres and includes the Plumas, Tahoe, Eldorado and Stanislaus National Forests. The delivered imagery shall be georeferenced and orthorectified using 7.5 minute base series maps and 10 meter DEMs. Minimum positional accuracy shall be 25 meters. 5 Meter imagery shall be coregistered to the 1 meter DOQs based on a minimum number of 4 control points established within each quad. Tonal balancing will not be required between scenes. The Northern California imagery shall be cloud and snow free summer imagery from 2004 within the window of June through September. Image format shall be ERDAS Imagine in Albers projection, NAD 83 datum. Full header information including sensor information, acquisition date and time, reference coordinates, special/spectral/radiometric resolution, projection information, sun elevation and azimuth, and processing level shall be included with each scene. Image acquisitions resulting from this solicitation will be combined with existing Government archive of SPOT 5 and IRS 1C,D panchromatic images. Consistency with the archival data will be part of the solicitation evaluation. Upon request, the Government will provide digital ARCINFO coverages or shapefiles illustrating the entire project area for use as an aid in scene quantity estimation and selection. Solicitation No. R5-05-20-037 is being issued as a Request for Quotations. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. All provisions, clauses and statutes or executive orders for the acquisition of commercial items are applicable to this request. This announcement constitutes the only solicitation; quotations are being requested through this announcement and a written solicitation will not be issued. The Government will provide DOQ, DEM and base series maps for georeference, terrain correction and coregistration purposes following award. Questions concerning acceptable levels of cloud cover and exact scene dates will be resolved following contract award. Quotes shall include cost per scene and total price. Imagery shall be delivered to McClellan, CA by October 1, 2005. FOB point may be origin. Quotes will be accepted and are due prior to 3:00 PM August 1, 2005.
