- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a sole source basis with the Rutgers University, Dept. of Geography, Piscataway, NJ for services to provide regular and improved updates to the snow cover extent and snow depth products for use in climate monitoring products as required by the National Climatic Data Center, Asheville, NC. The type of observations used in data set production include NOAA Northern Hemisphere Interactive Multisensor Snow and Ice Mapping System (IMS) snow extent product; microwave snow maps of snow extent and depth are to be derived from a multispectral analysis of satellite data employing frequency gradients; station snow depth observations from U. S., Canadian, and when and where possible to obtain, from Eurasian and some Southern Hemisphere nations. The geographic area to be covered includes the Northern and Southern Hemisphere continents. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of the unique method for mapping snow cover from satellites developed by Rutgers University and its expertise regarding snow cover measurements to produce snow cover maps. The period of performance shall be from August 16, 2005 through August 15, 2006 with an option for two additional one-year periods. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 12, 2005. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies. The applicable NAICS is 541990.
