Description

The Government intends to solicit and negotiate on a sole source basis with Cornell University, Office of Sponsored Programs, 120 Day Hall, Ithaca, New York 14853-2801 to investigate the sound budget of the Stellwagen Bank National Marine Sanctuary (SBNMS), identify the source of sounds and evaluate the potential for such sounds to negatively impact endangered whale species. A particular focus will be on identifying right whale sounds and mapping the distribution of right whales in the sanctuary. The contractor shall analyze data from an array of Cornell?s Autonomous Recording Units (ARUs) located in the SBNMS. As part of this work, Cornell University?s Bioacoustic Research Program will: assist in the deployment and retrieval of ARUs and train sanctuary stay in methods of deployment and retrieval; Map ambient noise levels in the sanctuary over a variety of temporal scales; Measure received noise levels to evaluate the potential for temporary or permanent hearing loss among marine mammals using the sanctuary; Measure received noise levels to evaluate the potential for anthropogenic noise to mask whale communication sounds; Identify right whale occurrence within the Sanctuary and use this information to inform decisions on shipping lane configuration; Produce a web site linked to the SBNMS web site to provide near-real-time information on right whale sound detections and ambient noise in the SBNMS. The site might also provide information on ocean noise and potential impacts on marine mammals.; Start to develop methodologies that combine ARU data with tracks for commercial ships as derived from the Automatic Identification System (AIS); Start to develop methodologies to calculate the noise contribution of commercial whale watching vessels using vessel tracks derived from onboard observers. Performance period is August 1, 2005, or date of award, whichever is later, through December 31, 2006. Delivery to be F.O. B. Destination to the U.S. Department of Commerce, NOAA NOS, Stellwagen Bank National Marine Sanctuary, 175 Edward Foster Road, Scituate, MA 02066. Authority: 41 USC 253(c)(1). The FSC for this is R529and the NAICS Code is 611310, small business size standard is $6.0 million. The government intends to award a firm-fixed price purchase order for this requirement. Cornell University is the only know source capable of providing the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 PM July 11, 2005 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
