Description
The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Climate Monitoring and Diagnostic Laboratory (CMDL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Michigan to provide the following research services: 1) to improve Geostatistical Inverse Modeling Tools for atmospheric inversions that include effects of both spatial and temporal correlation; 2) through collaboration with CMDL researchers, development of a geostatistical fixed-lag Kalman smoother to allow for fine spatial and temporal scale inversions; and 3) monthly 4 degrees latitude by 5 degrees longtitude CO2 flux maps for 1997-2001, based on CMDL Cooperative Global Air Sampling Network (CGASN) data, and comparison to results obtained using classical Bayesian inverse modeling. This project will develop an alternate, geostatistical approach to the inverse problem of flux estimation. Period of Performance shall be July 15, 2005 through September 30, 2006. It is the Government?s belief that that Professor Michalak?s group is uniquely qualified because they are the only known group in the United States that is developing and implementing geostatistical inverse modeling methods for greenhouse gas flux estimation. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
