SIMPLIFIED ACQUISITION PROCEDURES DATE: JUNE 29, 2005 REQUISITION NO: 05EASPE000977 INTENDED SOURCE: THE HAY GROUP PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH 12 MONTHS THE DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), OFFICE OF THE ASSISTANT SECRETARY FOR PLANNING AND EVALUATION (OASPE) THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO THE HAY GROUP. CLOSING DATE IS JULY 15, 2005. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS: BACKGROUND AND STATEMENT OF WORK: The Department of Health & Human Services (DHHS), Office of the Assistant Secretary for Planning an Evaluation(OASPE) requires the services of a contractor to provide training and technical assistance on the use of the private insurance model for employer and individual health insurance benefit plan design options for use by the Office of the Assistant Secretary for Planning and Evaluation. In order to complete this task, OASPE seeks modeling capabilities using the same employer benefits model that was developed for the Congressional Research Service(CRS). OASPE needs to gain a better understanding of the impact benefit options within individual and employer sponsored insurance products may have on health insurance premiums to develop policy options for providing coverage for the employed uninsured. In order to complete this project, the contractor shall accomplish the following tasks: Task 1 - Initial Meeting, which is a deliverable, with a Draft Work Plan and Final Work Plan delivered per schedule of deliverables. Task 2 - Provide Access to Employer Model and Training of ASPE Staff. This task shall result in OASPE access ot Model Training of OASPE Staff, per deliverable schedule. Task 3 - Provide Technical Assistance. The contractor shall provide ongoing technical assistance, model refinements, data updates and actuarial support to OASPE on the private insurance benefits model. SOLE SOURCE DETERMINATION IS BASED UPON THE FOLLOWING: The Hay Group developed private insurance and Medicare Models for the Congressional Resarch Service (CRS), which is available for use by OASPE. Therefore, the Hay Group is uniquely qualified to provide OASPE with rapid and cost-effective responses to the needs of the Department. It is critical that the benefits model and data source used by OASPE to provide policy analysis is consistent with the Congressional Research model. Because of teh Hay Group's long history and knowledge of the benefits model they developed for CRS, there is confidence that the Hay Group can successfully provide OASPE training, technical support, data updates and refinements to the private insurance benefits model to complete this requirment in a timely fashion. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
