Description

The Federal Bureau of Prisons (BOP), Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of Solid Waste Removal and Rental services at the Department of Justice, Federal Bureau of Prisons, Federal Correctional Institution (FCI) and Federal Prison Camp (FPC), Beckley, West Virginia. The North American Industry Classification System (NAICS) Code is 562111 (Size Standard: $10.5 million). The contractor shall be responsible for supplying two (2), 34 cubic yard (approximate size) self-contained compactors, two (2), 6 cubic yard closeable containers, and one (1), 30 cubic yard (approximate size) open top container. The contractor shall provide transportation of the compactor to and from the disposal area. The contractor shall deliver and replace the full compactor with an empty and clean compactor inside the secure perimeter of the main institution. 1. Pickup fee for four (4) 34 cubic yard compactor loads of waste/week with an estimated 208 pickups per year. 2. Pickup fee for one (1) 30 cubic yard container with approximately two (2) pickups per month for 12 months. Pickups will be scheduled on an (as needed) basis with an estimated 24 pickups per year. 3. Rental, Service, Pickup and Disposal of two, (2) six (6) cubic yard Disposal Containers with an estimated 12 months x 2 per container per year. 4. Land fill fees will be based on an estimated 1,880 tons per year. The current rate at the Raleigh County Landfill as of May 2005, is $41.75 per ton. This price has been included for the base and option years and the line item extended and included in the quote. This amount is included for budgetary requirements and will be included as part of the overall total quote. 1,880 tons x $41.75 = Total $78,490.00 per year. The contractor is solely responsible for full compliance with all Federal, State, Local and all other applicable laws, policies, rules and regulations regarding the disposal of waste and/or refuse. The contractor shall be responsible for the provision of all equipment, labor, licenses, maintenance, materials, parts, permits, repairs, tools, etc., that are necessary to complete the requirements of this contract. The Government contemplates awarding of an indefinite-delivery, requirements-type contracts with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of a 12 month base period with four-12 month option periods for renewal. The solicitation will be available on/about August 4, 2005 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about September 4, 2005; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. This solicitation is a total small business set-aside. All responsible small business concerns are encouraged to submit a quotation which may be considered. See Note 1.
