- This is a competitive acquisition for commercial items. This announcement serves as a NOTICE OF CONTRACT ACTION (NOCA) to all potential offerors that on or about 15 July 2005, the Global Air Traffic Systems Group Systems Program Office (GATSG SPO) at Hanscom AFB, Massachusetts, anticipates the release of a Request for Proposal (RFP) FA8730-05-R-0010 for FMS Case PL-D-DAK for the procurement to modify eight (8) previously delivered TC-8120 Direction Finder Antennas to the TC-8265-2 configuration which is a mast-mounted ground-based antenna. These TC-8265-2 antennas will be used with TECH Comm, Inc. TC-5400 DF processors and Cubic Communications, Inc. LCR/SMR-3400 receivers, also previously delivered. The USG will provide all eight (8) TC-8120 antennas for modification and at least one (1) LCR/SMR-3400 Receiver and one (1) TC-5400 DF Processor for use in verifying system performance. All equipment shall have a 24-month commercial warranty. All equipment must be mature commercial-off-the-shelf with proven field usage. Offerors must provide Warranty and Operations and Maintenance Manuals in English and must demonstrate past performance with similar antenna systems. a. This effort is to convert is to configure a TC-8120 into a TC-8265-2 configuration antenna mounted on a pole or tower connected to TC-5400 Direction Finder via 25-meter RF coaxial cables. One (1) antenna system that must be capable of operating in a receive-only mode at a fixed site in either an urban or rural environment over an extremely wide broadband of 20 to 3000 MHz, using a single antenna. This antenna system will be used with Cubic Communications, Inc. LCR/SMR-3400 receivers and TECH Comm TC-5400 Direction Finder. The mounting pole or towers are not part of this solicitation. b. Each antenna shall be delivered with each antenna an appropriate 25 meter OMNI-RF coaxial cable to connect the antenna to the LCR/SMR-3400 receiver. c. Each antenna shall be delivered with each antenna an appropriate 25 meter Control/RF cable to connect the antenna to the TC-5400 DF. d. All equipment will have a 24-month commercial warranty. The contractor shall also host one (1) one-day post-award conference within 30 days of contract award. This antenna system must be mature commercial-off-the-shelf with proven field usage. Offerors must include in their proposal product descriptions for equipment, and demonstrate compliance with requirements above. Proposals must include copies of Warranty and Operations and Maintenance Manuals for systems being proposed, and program schedule in contractor format indicating delivery times and key events associated with this effort. Demonstrated past performance with similar antenna systems, name and contact information of recent customers must be provided. Our goals include acquiring proven, highly reliable systems meeting the requirements identified above, and which are easily sustainable systems across the system?s life cycles, and achieve earliest reasonable delivery time for all systems identified above. Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting System (see http://www.ccr2000.com/). Delivery of all items would occur no later than 5 months from date of contract award. Poland?s Freight Forwarder (FF) will provide equipment transportation. The successful contractor will be expected to obtain all necessary export licenses and approvals for this equipment prior to shipment. Offerors will be provided 30 days to respond to the solicitation and telephone requests for the solicitation will not be accepted. All respondents shall indicate if they are a large business, small business, small disadvantaged business, 8(a) concern, veteran-owned small business or women-owned small business. Indicate if you are a US or foreign-owned company. In addition, contractors will indicate whether or not their equipment and services are offered through the GSA schedule or any other government-wide agency contract. We anticipate award of a contract to the successful offeror not later than 15 September 2005. The criteria for selection of award shall be based on (1) Technical, (2) Past Performance and (3) Cost/Price.
