Description
The following questions and answers were submitted by a prospective offeror. 1. Under OBJECTIVES: This assessment should include the internal threats of economic stagnation, ethnic dissent, the lack of a sound legal and judicial system, organized crime, and corruption. Is the intent for the team to conduct an assessment of the macro-economic situation and status of the judicial system in Kosovo? There is no requirement to assess these factors in extensive detail but they need to be referred to with some analysis as contributing factors. In practical terms: we would not expect more than a few pages framing these issues in the report, as long as the analysis provided by the contractor factors these issues in. 2. Under MILESTONES AND PERIOD OF PERFORMANCE: The contractor will provide a monthly progress, ... briefing. The study duration is anticipated to be six months from the date of the award. This conflicts with: Within four months of contract awar d: The contractor will complete the final report and deliver it to OSD. What is the duration of the contract? Sorry this was not fixed! Should be four months across the board. This is probably better for the contractor since the project is small. 3. How much time (days) will the assessment team spend in Kosovo? How long are the two in-country trips There are no/no specific limits-we would not think they should be longer than a week per trip, possibly shorter
