- This notice is released to announce a U.S. Army Corps of Engineers, New Orleans District intent to award a best value contract under full and open competition for maintenance of Electronic Entry Control, Intrusion Detection and Closed Circuit Televis ion Security Systems. The work to be performed under this contract will be at following locks: Algiers Lock, Harvey Lock, Port Allen Lock, Old River Control Structure, Inner Harbor Navigation Canal Lock, Leland Bowman Lock and Bayou Sorrel Lock. It will i nclude preventive maintenance services as recommended by various equipment manufacturers. The contractor shall perform two major inspections and testing of the system. These inspections shall be conducted twice annually, once within 30 days of contract is suance or renewal and the second one not sooner than six (6) months after the first, and not later than seven (7) months later than the first. The work shall also include the following: major inspections and testing of equipment. All contractor employee s shall comply with the clearance requirements of non-critical sensitive category II personnel as described in Army regulation 380-67 and 380-5. Contractor personnel shall conduct support in accordance with Army Regulation 380-19, Automation Security, and Engineer Regulation 380-1-18, Participation of Foreign Nationals, to assure compliance with security guidelines involving IT operations. All Contractor personnel assigned to this task are required to possess and provide evidence of a National Agency Chec k (NAC). Also, IAW AR 25-2, Section 4-14, the contractor must submit evidence of a favorable local agency check at the initiation of the contract and every 6 months thereafter. The Contractors employees must submit an SF 85P for a National Agency Check with COE and credit check (NACLD) for non-sensitive cat II security clearance. Upon submittal of the SF-85P with information from the local agency check, the Security Manager can issue interim authorization pending favorable review of the SF-85P. The Req uest for Proposal is for a firm-fixed price contract to be competed under Solicitation W912P8-05-R-0035, and as such, the contractor shall perform only upon issuance of a task order. The basic contract is estimated to commence 30 days after date of award, with four one-year option performance periods. The applicable NAICS Code for this Solicitation is 811213 and Size Standard is $5.0M. All information pertaining to this acquisition will be made available electronically through the Federal Business Opportu nities electronic posting system web link at http://www.fedbizopps.gov.
