Description

This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. This specification is for the delivery and Tailgate spread of 1,500 tons of Class C Rip Rap, Delivery and Tailgate spread of 6,000 cubic yards of Chert. Material must meet Tennessee Department of Transportation Specification. NAICS Code: 212313, Size Standard: 500 employees. Materials must be delivered to Tennessee National Wildlife Refuge, New Johnsonville, Tennessee. This procurement is being issued as 100% Total Small Business Set- Aside. A firm fixed price commercial order will be issued. Anticipated award date will be on or about 07/15/2005. Award will be based on price. All offers are due by close of business July 08, 2005, (4:00 PM Eastern Standard Time). Please submit quotes to Attn: Lewis Boggan, E-mail: Lewis_Boggan@fws.gov, Fax: 404-679-4057. All contractors must be registered in CCR by the close of this RFQ. All deliveries must be completed by 12 November 2005. A Variation in the quantity of any item called for by this contract will not be accepted unless the variation was caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extend, if any specified in paragraph below. The permissible variation shall be limited to: 10 percent increase 10 percent decrease Delivery: Deliver 6,000 cubic yards of chert and 1500 tons of class C rip rap to repair the levee to its original condition and elevations. Tailgate spread chert to the specified elevation as identified by the FWS representative on site. The rip rap will be dumped along the side of the levee at the specified locations as directed by the on site FWS representative. Haul route for this project will be Hickman Road to Pump Station Road on to the TVA dike. Exit route will be Pool 1/10 levee to Pool 2/1 levee to Haul Road. There are local weight limits on roads and vendors must have county permit. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. You must register in EC at web site http://www.ccr.gov. If you have any registration questions, please call 1-888-227-2423. Prior to registering each company must obtain a Dun and Bradstreet Number. You may obtain this number free of charge at 1(866)705-5711. Once you are registered you will be able to view quotes on line at either http://www.fedbizopps.gov or http://ideasec.nbc.gov (the Department of Interior site). For questions at Interior's site, please call the help desk at (703)390-6633. This will be your only means of obtaining the solicitation/award. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same. Telephone requests will not be accepted. All quotes are du this office No later than 4:30 PM EST July 8, 2005. Delivery dates and points on the refuge will be coordinated with the refuge manager.
