- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport RI intends to award a contract with firm fixed price provisions under FAR parts 12 and 13 procedures (commercial items; simplified acquisition procedures), with the solicitation being issued in less than 15 days per FAR 5.203(a) and (h). Procurement is for a pressure vent test vehicle (PVTV) sub-assembly per Government drawings. Basic quantity is 10 (including one First Article- actual testing may be waived) and seven options for up to a total of 7 additional units (only one option will be exercised- if at all). First Article unit is due 60 days after order placement, with subsequent production units required to be delivered as follows: 3 every 60 days after Government approval of First Article. Solicitation is Unrestricted and unclassified. However, the drawings will not be exhibited on our web site due to restricted restricted distribution statements. To receive a copy of the drawings a company must be certified under the Joint Certification Program (JCP) managed for Defense Logistics Information Service, Battle Creek, MI, as evidenced by a JCP Certification number in the Business Identification Number Cross-reference System (BINCS). Send an e-mail request for the drawings to Nancy Teasdale at teasdalena@npt.nuwc.navy.mil. Your request must include your firm?s complete street address, cage code, tel. number (if you wish a CD-ROM, you must also include your Fed EX number- cost of mailing CD-ROMS will be borne by the requestor). Award will be on a Best Value basis, with evaluation criteria being: (1) technical capability of the item offered to meet the Government requirement; (2) demonstrated ability to meet/exceed delivery schedule (offerors should provide a GANTT chart showing major milestones); (3) price; and, (4) past performance. To successfully fabricate these items a contractor must have: 1) a lathe capable of handling pipes of 23 in. diameters and 22 ft. ?on centers?; 2) a fixture/process capable of handling schedule 40 stainless steel pipes and ?truing? it to very tight tolerances; and a secured storage area. These items were previously bought under contract N66604-00-C-1022 which was competitively awarded to BAE. Demonstrated ability to meet/exceed delivery schedule (GANTT chart required for Phase II); Facilities (must have indoor work area of not less than 30 ft. x 100 ft. for vehicle fabrication and an additional 30 ft. x 50 ft. secure (fenced or indoor) area for asset/capsule storage. Anticipated RFQ release date is: 14 AUG 2003. Our department no longer issues solicitations or amendments in paper form.
