Description
The General Services Administration (GSA), Northeast and Caribbean Region is pleased to announce an opportunity for Construction Excellence on Phase 3 New Passenger Vehicle Processing Facility and Associated Site Improvements at the US Land Port of Entry, Champlain, NY located at 198 West Service Road, Champlain, NY. The scope of work for the Phase 3 project consists of the following elements: Civil site construction including roadway improvements on Interstate 87 southbound and northbound in the area of the existing port and associated drainage infrastructure. Building construction includes a one story 2,460SM (26,480SF) Administration Building with a secondary inspection area including enclosed inspection bays, 535SM (5,750SF) Export Building, and 400SM (4,300SF) Veterinary Services Building. Additionally, there are 10 passenger inspection booths, associated canopy and approach roadway improvements. Building demolition includes demolition of the existing Administration Building and associated canopies, Cargo Building, Export Building, and existing commercial and passenger inspection booths. The construction of this project must take place around the existing port of entry operations that will be a continuous 24 hour, 7 day a week effort. The work performed under this contract cannot, in any way, interrupt the ongoing operations of the existing facility. SIGNIFICANT COORDINATION WITH THE EXISTING PORT OPERATIONS AND ONGOING PHASE 2 CONTRACT WILL BE REQUIRED. Note that Phase 1 construction is complete, Phase 2 construction is under way and is being performed by Bette & Cring, LLC of Watertown, NY and this notice does not imply or give consideration for future phases of work. The project entails (but is not limited to) work necessary for new construction inclusive of work in the following areas: demolition of pavements, demolition of structures, clearing and grubbing, asphalt paving, concrete paving, storm sewers, site lighting, spread footing foundations, frost walls, concrete, structural steel, metal decking, fireproofing, masonry, roofing, drywall, doors, curtain wall and windows, skylight, sealant, flashing, carpet, paint, elevators, HVAC, plumbing, fire protection, electrical power and distribution, lighting, detention equipment and building automation system. Special requirements have been incorporated into the project include (but are not limited to) the following: progressive collapse, bullet resistant assemblies, LEED certification. This project is being designed by the firm of Smith-Miller+Hawkinson Architects of NYC. The schedule for award is as follows: Request for Proposals for Construction of Phase 3 New Passenger Vehicle Processing Facility and Associated Site Improvements at the US Land Port of Entry, Champlain, NY is anticipated during early Fall of 2005. Award and performance for the work is anticipated in early Spring of 2006. The Overall Estimated Construction Cost Range for this project is $35,000,000 to $40,000,000. Through the Construction Excellence program, GSA will employ the best practices that will result in the best project for the best value; and procure the highest quality construction services as early as practical. GSA is actively seeking General Contractors who can provide full Construction Services for this project through a procurement method developed in accordance with FAR Part 15.1 Source Selection Processes and Techniques. This will be a competitive acquisition, utilizing the Tradeoff process approach under the Best Value Continuum. This process will allow tradeoffs among cost and price and technical factors and allows the government the ability to accept other than the lowest priced proposal, if feasible. Through this process, following initial evaluations, in accordance with FAR 15.306c(2), GSA will limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. For this project, the competitive range will be limited to the three (3) most highly rated General Contractors, who will be invited to continue through the remainder of the procurement process. GSA intends to award a Firm-Fixed Price contract for the following services: Construction of Phase 3 New Passenger Vehicle Processing Facility and Associated Site Improvements at the US Land Port of Entry, Champlain, NY. The Technical Criteria is presently being developed for this project.
