- A PRE-BID SITE VISIT WILL BE HELD ON JULY 8, 2005 AT 1:00 PM.PROSPECTIVE CONTRACTORS PLANNING TO ATTEND SHOULD MEET 15 MINUTES PRIOR AT 124 BARNARD ST, ROOM-B-114, SAVANNAH, GA 31401. A DRAWING OF THE AREA SPECIFIED IN THE SCOPE OF WORK WILL BE MADE AVAILABLE AT THE PRE-BID SITE VISIT. CRITERIA FOR EVALUATING PROPOSALS RECEIVED WILL BE BASED ON THE FOLLOWING: 1. PROPOSALS SUBMITTED WILL BE NEGOTIATED, EVALUATED AND SELECTED TO PROVIDE THE BEST VALUE FOR A HEATING AND COOLING SYSTEM. 2. PROPOSALS WILL BE EVALUATED CONSIDERING THE GENERAL OBJECTIVES NOTED IN THE SCOPE OF WORK AND THE CONTRACTOR'S UNDERSTANDING OF THE WORK. 3. PROPOSALS SHALL INCLUDE A PRELIMINARY WORK SCHEUDLE ACCORDING TO TIME AND MANPOWER REQUIRED TO COMPLETE INSTALLATION. 4. PROPOSALS SHALL BE EVALUATED BASED ON TECHNICAL ASPECTS FOR EQUIPMENT AND SYSTEM DESIGN. 5. PROPOSALS SHALL INCLUDE AN ITEMIZED BREAKDOWN OF PRICING THAT LISTS COSTS FOR LABOR, MATERIALS, EQUIPMENT, OVERHEAD AND PROFIT SEPARATELY. SCOPE OF WORK This project is to include the purchase and installation of a Split Heat Pump System for the first floor space in the Savannah Court House. The system shall consist of a condensing unit that will be positioned on the roof at the Loading Dock roof level. The Horizontal Air Handler will be centrally located and suspended above the grid ceiling in the area that will be served. The system will serve approximately 2500 square feet of floor space that is presently occupied by the Probation Offices. The area also includes an adjacent Conference Room. Heating and cooling for these areas are presently being provided by the building HVAC with the entire area above the ceiling used as a common return air plenum. All ductwork for the existing HVAC system shall be in operation during construction and shall remain as alternate system after the new system is placed in service. The existing ductwork will be modified so that it can remain in service while the new system is being installed. After the new HVAC system is operational, new fiberglass insulation will installed above the acoustical ceiling tile throughout the entire suite including the Training and Conference Rooms. New fiberglass insulation will also be installed above the acoustical ceiling tile in three rooms of the adjacent U.S. Attorney Office suite. The User has requested that no work be scheduled for the first five days in any month because this is their peak periods for work. It is foreseeable that some of the work may have to be performed after normal business hours. SPECIFICATIONS: The contractor shall provide all labor, materials, equipment, and supervision required to safely complete the following work: 1. Furnish and install a new 208 volt 3 phase high efficiency heat pump condensing unit on the flat rooftop above loading dock. a. Furnish and install base pads under the condensing unit to dampen vibration and prevent roof damage. 2. Remove acoustical ceiling tile and grid in selected areas as necessary to facilitate the air handler, ductwork and other installations. These items will be stored in a designated area and reinstalled as soon as new ductwork is installed. Contractor is responsible for replacing any ceiling damaged during construction. 3. New 6 inch thick kraft-faced fiberglass ceiling insulation shall be installed, in all areas previously noted, after the HVAC installation. 4. Furnish and install a 208 volt 3 phase air handler unit suspended above existing ceiling grid. a. The air handler condensation drain piping shall be adequately sloped to a suitable drain location to assure drainage. Condensation drain shall be equipped with a drain trap. b. Furnish and install a secondary condensation drain pan under the air handler unit. Drain pan shall have a collecting sump with a drain sump pump. A water level detector shall be installed to control the pump and shut down the air handler unit in the event of pump malfunction. c. All metal ductwork that directly attaches to the air handler shall be equipped with suitable flexible duct isolator connections to attenuate noise and vibration. 5. Furnish and install metal ductwork. a. All metal ductwork shall be insulated with a minimum of 1 inch thick insulation. b. Joint sealing tape for all connections on ductwork shall be of reinforced fiberglass backed material with field applied mastic. Use of pressure sensitive tape is not permitted. All connections of foil faced insulation shall be sealed with tape. c. Foil-faced insulated flexible ductwork may be used within five feet of air supply registers. d. Air flow control dampers shall be furnished and installed in the ductwork at all register locations. Ductwork shall be designed in accordance with ASHRAE: Handbook of Fundamentals, Duct Design Chapter, and constructed in accordance with the ASHRAE: HVAC Systems and Equipment Handbook, Duct Construction Chapter, and the SMACNA Design Manuals. All ductwork joints and all connections to air handling and air distribution devices shall be sealed with mastic? including all supply and return ducts, any ceiling plenums used as ducts and all exhaust ducts. Energy consumption, security and sound attenuation shall be major considerations in the routing, sizing and material selection for the air distribution ductwork. All insulation materials shall comply with the fire and smoke hazard ratings indicated by ASTM-E84, NFPA 255 and UL 723. Accessories such as adhesives, mastics, cements and tapes shall have the same or better fire and smoke hazard ratings. Insulation shall be provided on all cold surface mechanical systems, such as ductwork and piping, where condensation has the potential of forming and in accordance with ASHRAE Standard 90. Materials used as internal insulation exposed to the air stream in ducts shall be in accordance with UL 181 or ASTM C 1071 erosion tests, and shall not promote or support the growth of fungi or bacteria, in accordance with UL 181 and ASTM G21 and G22. The insulation shall comply with fire and smoke hazard ratings indicated by ASTM-E84, NFPA 255 and UL 723. Accessories such as adhesives, mastics, cements, tapes, etc. shall have the same or better component ratings. All supply air ducts must be insulated, in accordance with ASHRAE Standard 90.1. Supply air duct insulation shall have a vapor barrier jacket. The insulation shall cover the duct system with a continuous, unbroken vapor seal. 6. Furnish and install 3-way duct fittings at all air register boots with dampers on two branches. The new and existing ducting shall be connected to the valved ports and the common port connected to the register boot. The existing ceiling registers may be used provided they meet the system requirements. 7. Furnish and install all new ceiling mounted metal perforated return air grilles with receiver boots and crossover ducting between all rooms and the main corridor. Return air grilles shall be positioned to replace the existing egg crate grilles. Provide insulation or internal baffling to attenuate acoustical transmission. 8. Furnish and install ceiling mounted return air grille with filter rack & filter. 9. Furnish and install return air ductwork to the Air Handler Unit. 10. Furnish and install electrical heat strips in ductwork as required by system design. 11. Furnish and install all electrical conduits, wiring, switching and control thermostats as needed to support this installation. 7 day programmable thermostats shall be provided to control the HVAC operation. (locking covers are to be installed, keys shall be given to GSA) Contractor is responsible for startup, testing and balancing. Testing and balancing shall be performed by a technician that is currently certified by Associated Air Balance Council (AABC), the National Environmental Balance Bureau (NEBB), or the Testing, Adjusting, and Balancing Bureau (TABB). Test reports shall be furnished to the GSA prior to acceptance. STANDARDS: Mechanical & Electrical Codes General Requirements, Codes and Standards, Building Codes, facilities shall comply with the ICC?s International Mechanical Code and the International Plumbing Code. Electrical work shall be in accordance with the current edition of the National Electrical Code (NEC). Mechanical Design Standards The latest editions of publications and standards listed here are intended as guidelines for design. They are mandatory only where referenced in the text of applicable codes. The list is not meant to restrict the use of additional guides or standards. When publications and standards are referenced as mandatory, any recommended practices or features shall be considered ?required?. When discrepancies between requirements are encountered, GSA shall determine the requirement. ASHRAE: Handbook of Fundamentals. ASHRAE: Handbook of HVAC Applications. American Society of Mechanical Engineers: ASME Manuals. SUBMITTALS: Items to be submitted with proposal: 1. Sketches or drawings to show a general arrangement of HVAC System denoting the items that will be furnished. - 3 copies 2. Name of equipment manufacturer and technical literature that will identify the units that will be provided. - 3 copies in binders 3. Proposals shall include a preliminary schedule projecting the time required and the manpower required to complete the installation. Submittal items requiring approval after contract award: 4. Product data from the equipment manufacturer that will fully describe the equipment and the suggested installation instruction & maintenance procedures. 5. Shop drawings for the planned installation. Items to be delivered to GSA prior to acceptance: 1. Operational and maintenance manuals. - 3 copies in binders 2. Scaled and dimensioned as-built general arrangement drawings. - 3 copies 3. Startup, testing and balance reports. - 3 copies WARRANTIES: A compressor warranty of not less than five years shall be provided. A HVAC System labor and materials warranty of not less than one year shall be provided. SPECIAL STIPULATIONS: All work will be closely coordinated with the occupants of the area to minimize disruption of normal daily operations. Drop clothes, floor mats and dust control barriers shall be used to keep the areas clean during construction. Disposal of all waste materials shall be the responsibility of the contractor. Construction debris shall be removed from the immediate work area as it is generated and deposited in suitable trash containers located outside the building. Dumpsters or trash containers used by the building occupants shall not be used by the contractor. Prior approval shall be obtained before materials and equipment are stored on site. Construction materials may be stored in minimal quantities at the work area provided that they will not obstruct egress or present a safety hazard. All electrical outages, fire system outages, or other building system disruptions will be coordinated with, and approved by building operations personnel. All penetrations of fire or smoke rated walls, and brick walls will be patched and sealed with fire rated caulk. A permit from GSA Property Management will be required for any welding work. Certified Payrolls must be furnished to the GSA and applicable Davis Bacon Wages apply to this job.
