- NASA/MSFC has a requirement for a FlashCT-DAQ Field Ruggedized Workstation. NASA/MSFC intends to purchase the items from HYTEC Sensors and Imaging Group, Los Alamos, NM, pursuant to FAR 13.106-1(b)(1), for acquisition of supplies or services when the circumstances of the contract action deem only one source reasonably available. Competition is impractical for the following reasons: 1. The proposed FlashCT-DAQ portable workstation is required for the acquisition of radiographic images in a field environment using x-ray detectors already owned by MSFC. The data acquisition (DAQ) software installed on the workstation is natively compatible with MSFC's detectors and generates data that is compatible with datasets already acquired at MSFC using a HYTEC FlashCT laboratory workstation. 2. The proposed portable workstation will be used in ongoing field radiography testing that was started using FlashCT hardware and software. Datasets generated with the workstation must be in the same vendor-proprietary format as data previously collected. Other vendors cannot reverse-engineer the HYTEC image format to create a competing product without violating copyright law and licensing agreements between MSFC and HYTEC. 3. Market research conducted by the requiring activity has revealed that there is no other known source capable of satisfying the Government's requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 8, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
