- NASA/MSFC plans to issue a Request for Proposal (RFP)] for A&E Construction Inspections Services. See Note 24. All responsible sources must submit Standard Form (SF) 330 which shall be considered by the agency's A&E Board. The NAICS Code and Size Standard are 541330 and 8711, respectively. They can be delivered to Building 4250, room 36 or mailed to NASA, Marshall Space Flight Center, Rideout Road, Building 4471, Marshall Space Flight Center, AL 35812 (located near Huntsville, Al. Synopsis of A-E Services for Construction Phase Services, Value Engineering, and Total Building Commissioning (Construction Inspection Services)Identification No. AE-305. The Architect-Engineering Services to be provided under this procurement consists of Construction Phase Services, Value Engineering, and Total Building Commissioning for facility modifications, repairs, construction, and maintenance at the George C. Marshall Space Flight Center (MSFC), Alabama. There are over 200 facilities located at the MSFC campus. The majority of the MSFC?s facilities are in direct support of complex space systems research and development programs and includes ultra-clean laboratories, engine test facilities, structural test facilities, vacuum chambers, wind tunnels, and office buildings. This contract requires services and specialized technical expertise not typical to standard commercial construction. The selected firm will provide these services onsite at MSFC. Construction Phase Services include: (1) providing owner construction management?s surveillances and inspections for all phases of construction, (2) providing test monitoring ,construction inspection and documentation to verify construction and maintenance projects are in accordance with the contract drawings and specifications, (3) Conducting evaluations , reviews , and coordination of all required submittals for the project, (4) the review and payment recommendation to the government on contractor?s periodic pay requests, (5) the coordination and disposition of all Requests for Information, Design Change Requests and Change Items, (6) chairing of weekly status meetings with the contractor, the sub-contractors, and all pertinent personnel throughout construction, (7) monitoring and reporting the status of the construction schedule, (9) maintenance of all in process construction project documentation and delivery to the Government upon project completion . (10) coordinating the collection of appropriate documentation to obtain Leadership in Energy and Environmental Design (LEEDtm) all new construction, and (10) the collection , delivery and execution of all warranties, guaranties, and pertinent documentation to the government. Value Engineering includes the participation in all project design reviews to assure constructability and recommend alternatives using value engineering principles. Total Building Commissioning includes providing a building commissioning agent throughout the design and construction to manage and direct the total building commissioning for new buildings. The commissioning agent will also be responsible for leading the commissioning of existing buildings. The MSFC design, construction and maintenance program has historically included approximately 2 construction projects (greater than $5M each), 8 to 12 construction projects (between $500K and $4.99M), approximately 300 construction projects ($500K or less), and approximately 500 maintenance projects ($20K to $25K) annually. The magnitude of the program may vary based on availability of funds. The value of the Construction Phase Services contract has historically been funded at approximately $2M annually and has had an average staff of 17 employees. The approximate organizational breakdown has historically included a Site Manager, 13 Construction Managers/Inspectors (CMI?s), a Commissioning Agent (CA) and 2-Administrative Supports Assistants. All services delivered under this contract shall be under the direct, on-site, supervision of a licensed professional engineer having a minimum of 10 years experience in construction management and inspection. The contract CMI?s will execute the construction phase services and value engineering and shall be trained and experienced in construction management and inspection of industrial facilities. The contract CA will execute the total building commissioning services and shall be a mechanical engineer and a Certified Energy Manager, (Association of Energy Engineers) with experience in the design and commissioning of mechanical systems. The commissioning agent shall have experience using an energy analysis software such as DOE-2, Trane Trace, Carrier E20-II etc. Proposals that do not include contract personnel that meet the above qualifications will not be considered. Only those firms that have an ?in-house? staff that includes a minimum of 7 CMI?s and 2 Licensed Professional Engineers that meet the above qualifications need apply. ?In-house? staff is defined as personnel that are employed by the proposing office and does not include corporate wide staffing, partnering agreements subcontracts , or joint ventures etc. Only proposals that include a management plan, including an organizational break down showing the capacity to perform the work as listed above will be considered. Proposals that include a ?Partnering? approach with multiple branch offices, firms, consultants, etc. must show the division of labor between the partners. Proposing firms that are seeking to have or currently have an existing contract with MSFC for facilities engineering design services , center operations support or other facilities construction , modification, or renovations will not be considered. This solicitation is extended to American firms based in the continental USA . The Government anticipates a fixed price contract with a one year base period of performance with an estimated start date of 1/16/06 and four (4) one year options not to exceed (5) years. Firms responding to this synopsis should include appropriate information regarding any consultants or associates to be used and should include the Identification Number AE-305 in their submitted Standard Forms 330?s and accompanying letter of transmittal. A/E firms that meet requirements described in this announcement are invited to submit a standard Form 330?s , Architect Engineer and related Services Questionnaire for Specific Project and appropriate data as described in Numbered Note 24 to the attention of John Busbey at the address shown no later than 30 days from the date of this publication. Evaluation criteria and all other provisions of Numbered Note 24 shall apply to this notice except that (a) in the sentence beginning ? Selection of firms for negotiations , ? the additional consideration is changed to read past experience , if any , of the firm with respect to performance with NASA , other Government Agencies , and private industry. The SF 330 shall not exceed 1 single sided page per resume in Section E. A maximum of 20 resumes will be reviewed. A maximum of 10 projects will be reviewed in Section F. Each project shall not exceed 2 single sided pages. Introductions shall not be included in Sections E and F. Use of the SF 330 forms is required. Section H shall discuss the offeror?s a) past performance on projects of similar nature with emphasis on NASA, b) regulatory experience as it pertains to geographic location of MSFC, c) capacity to accomplish work, and d) volume of NASA and DoD work. Section H is limited to 10 total single sided pages (11x17 pages will be considered 2 pages). A Part II is required for each branch office of the Prime Firm and any Subcontractors that will have a key role in the proposed contract.
