Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued for 1(one) CNC, 5-Axis, Bed-Type Milling Machine. This machine shall be used in the fabrication and modification of vibration and acoustic test fixtures. Any proposed machine must be capable of both horizontal boring and vertical milling operations with minimal operator interaction. Operator installation of a right-angle attachment is not acceptable. The machine must be capable of switching configurations from vertical to horizontal at the command of the operator. Any proposed machine must meet the following specifications as a minimum: 1. The machine shall have an articulating head. The head shall allow for positioning in two planes. One plane of adjustment shall be perpendicular to the milling table top surface and parallel to the table's long axis (plane A) while the other plane is perpendicular to the milling table top surface and perpendicular to the long axis of the table (plane B); thus, allowing for adjustment of the head from vertical milling configuration to a horizontal boring position as well as being capable of left and right tilt. The head position shall be controlled by the CNC controller and shall have positive stops no more than 2.5 degrees apart in each direction. The head shall have 360 degrees of rotation in plane A and at least 90 degrees of rotation in plane B. The spindle shall accept V-flanged, CAT-50 taper tooling. 2. The machine shall have travels of at least 72 inches in the longitudinal, 59 inches in the vertical, and 47 in the cross direction. All three axes shall have scaled feedback. Cross travel shall be accomplished via a horizontally stroking ram or spindle. A moving column is not acceptable. The majority of our machining requirements involve machining and drilling operations on flat plates; thus, the machine must allow for machining and drilling of a minimum 44" square plate mounted flat down (on standoffs) to the milling table. It is also not acceptable to have a way or bed protruding from the front of the machine. The operator must have unimpeded access to the work piece and head all along the front of the machine. 3. Table shall be at least 72 inches long by 36 inches wide with 5 rows of ?" T-slots. The table shall support at least 15,000 pounds and function normally under load. 4. Feed rate range shall be at least 0-150 inches per minute. 5. Main spindle speed shall be continuously variable and range from 50 to 3500 RPM or more. 6. Main spindle motor shall be a minimum 30 horsepower and operate on 480 VAC, 60 Hz, 3 phase power. 7. The machine guarding shall be positioned in such a way as to protect an operator in front of the machine, but allow for long work pieces to be placed in the longitudinal axis of the table. The machine guarding shall be easily manipulated by the operator to allow access to the work piece and head. 8. A probe-type part centering and alignment system for the controller shall be included. 9. Ways shall have a minimum hardness of 50 Rockwell C and all guides shall be Turcite coated. 10. The machine shall utilize ball screws on the table, ram, and column. 11. Automatic lubrication shall be included. 12. A complete coolant system shall be included. 13. The machine shall be CNC controlled, but shall also have hand-wheel controls for all three main axes. The CNC controller shall feature an 11 inch color LCD screen and shall have conversational software. No specialized programming language shall be required to operate the machine. The control unit shall have programs for drilling in line, circle, grid, and arc formations; boring, reaming, and rigid tapping. It shall compensate for tool radius and length. The control unit shall have interpolation features for linear, circular, and operation on inclined planes. The controller shall be mounted on a pendant and be easily accessible from the front of the machine. 14. Total weight of the machine alone shall not exceed 50,000 pounds. 15. Positioning accuracy and repeatability shall both be less than 0.001 inch. Resolution shall be less than 0.0001 inch. 16. Machine shall be capable of operation in an environment of between 60 degrees and 95 degrees F. 17. Machine installation, start-up, and training shall be included in the offer and shall be a minimum of 5 days onsite at MSFC. 20. Machine shall include a minimum 1 year parts and labor warranty. 21. Machine shall be new. Used equipment shall not be accepted. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The provisions and clauses in the RFQ are those in effect through FAC 01-26. The NAICS Code and the small business size standard for this procurement are 33512 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Marshall Space Flight Center is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by July 8, 2005 by 12 noon to marianne.r.campbell@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.
