- This synopsis is a notice for information and planning purposes only and is not a solicitation for proposals. The Pension Benefit Guaranty Corporation (PBGC) invites you to review and comment on the draft performance based statement of work (SOW) for paying agent services. This draft is not to be construed as a commitment by the Government. The draft describes the background, scope, applicable documents, general performance requirements, specific performance requirements, notes and guidance, contract deliverables and terms referenced. The basic services the contractor shall perform include distributing annuity and lump sum payments by check and electronic direct deposit (EDD); performing Federal tax withholding, reporting 1099 production, Tax Equity and Fiscal Responsibility Act (TEFRA) notifications, tax reconciliation and related administration: withholding, reporting, reconciling and/ or relating administration of other PBGC approved deductions; servicing customers by stopping payments, replacing lost or missing benefit payments, providing copies of negotiated checks, recovering benefit payment funds, and scanning and forwarding correspondence from participants to PBGC: maintaining and reconciling benefit funding and payments; maintaining benefit payment data and payment history; providing reports on service; and utilizing PBGC systems for data update, letter generation and scanning and entry of incoming participant correspondence. The Government is not obligated to reimburse any respondent for effort expended in responding to this synopsis. The estimated period of performance for this effort will be eight (8) months for the base year effort with up to six (6) twelve-month options for renewal. No questions will be taken at this point, but comments on the draft will be reviewed by the government for possible incorporation into the final SOW. Comments must be received no later than July 29, 2005 and may be submitted to Pension Benefit Guaranty Corporation, 1200 K Street, N.W., Procurement Department, Suite 1090, Washington DC 20005-4026 or via e-mail to johnson.janiced@pbgc.gov.
