Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals. Proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Quote (RFQ) SP4410-05-Q-8013. The performance timeframe is a 12-month Base Period. This RFQ is for the Defense Reutilization and Marketing Service (DRMS) for the disposal of tires/scrap rubber located in Northern California. This procurement is 100% small business set-aside with North American Industry Classification Systems (NAICS) Code of 562219 with a small business size of $10.5M (SEE NUMBERED NOTE 1) per FAR 52.219-1 and 52.219-6. The resulting contract will be subject to the Service Contract Act, FAR 52.222-49. Wage Determination numbers 94-2045 Rev (21) dtd 08/16/2004, 94-2049 Rev (23) dtd 04/27/2005, 94-2051 Rev (25) dtd 06/17/2004, 94-2055 Rev (24) dtd 08/04/2004, 94-2067 Rev (22) dtd 08/05/2004, 94-2069 Rev (23) dtd 06/17/2004, 94-2073 Rev (21) dtd 08/17/2004 and 94-2073 Rev (21) dtd 08/17/2004 are applicable to this RFQ. The resulting contract will be a firm-fixed priced, indefinite delivery, indefinite quantity (IDIQ) contract. The price quote shall include fill-in FAR Clause 52.212-3, OFFERORS REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (July 2004). The fill-in clause can be accessed at http://www.drms.dla.mil/special/fillins/52212-3-101.doc , CERTIFICATE OF INSURANCE (DEC 1995), shall be provided to the Contracting Officer at the address listed in Block 9 of Standard Form (SF 1449), SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL ITEMS, within ten (10) days from the date of the award. Clauses E.4 and E.6 must be submitted with your proposal.
