Description
TRANSPORTATION SECURITY RESEARCH & DEVELOPMENT OPEN BROAD AGENCY ANNOUNCEMENT HSTS04-05-R-RED028 Within the Transportation Security Administration (TSA), the Transportation Security Laboratory (TSL) is responsible for Research and Development (R&D) programs related to civil transportation security with the goal to develop systems that are fully integrated into the Nation?s transportation systems, highly automated, uses strengths of a variety of technologies, and geared to optimizing the end-user?s operational performance. This BAA seeks to explore development in areas related to transportation security. The TSL is interested in the R&D of advanced technologies and systems for innovative improvements in transportation security. This notice constitutes an open Broad Agency Announcement (BAA). TSA will not issue paper copies of this notice or the associated BAA document. The complete BAA, including instructions regarding white paper submissions will be provided as a separate attachment to this announcement. This BAA will remain open for a period of 12 months or until replaced by a successor BAA and covers a spectrum of technical areas which have defined subcategories. White Papers may be submitted any time during this period. The process for the BAA involves three phases. Phase 1 requests submission of a White Paper describing the proposed R&D activity; Phase II provides for an optional (at the TSL?s discretion) oral presentation; and Phase III consists of the submission of a complete cost and technical proposal. TSA reserves the right to select and fund for award all, some or none of the proposals in response to this announcement. The TSA provides no funding for direct reimbursement of White Paper or proposal development costs. White Papers, technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. It is the policy of TSA to treat all proposals as sensitive competitive information and to disclose their contents for the purposes of evaluation. Awards may take the form of a research agreement or contract. The broad technical areas of interest include Infrastructure Protection, Human Factors and Behavioral Science, Explosive/Weapons Detection, Checked Baggage, Cargo/Mail, Checkpoint and Conveyance Protection.
