Description

Al Dhafra Air Base, U.A.E. SYNOPSIS: SOLICITATION SP0600-05-R-0125 Bulk fuel requirement for JP-8 for Al Dhafra Air Base, U.A.E. (Al Dhafra), 123,500,000 USG for January 1 through December 31, 2006, and 123,500,000 USG for January 1 through December 31, 2007, for delivery via tank truck into 12-16 50,000 USG bladders (safe fill capacity of each bladder is 45,000 USG). The entire delivery period is from January 1, 2006, through December 31, 2007, plus a 30-day carry-over period. The 30-day carry-over period allows for delivery of orders placed prior to the end of the ordering period. Under the authority of FAR 6.302 this requirement has been identified for non-competitive contract action. DESC intends to enter into a contractual arrangement with Abu Dhabi National Oil Company - Distribution (ADNOC) as the requirement must be sourced from the U.A.E. Other interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement (Note #22).
