- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quote No. DE-RQ52-05NA26745." This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-4. This acquisition is a 100% small business set-aside. Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, veteran owned small business, service disabled veteran owned small business, 8(a) business, or HUBZone). The North American Industry Classification System (NAICS) Code is 333314 and the small business size standard is 500 Employees. (indicates maximum allowed for a concern, including its affiliates, to be considered small). The National Nuclear Security Administration Service Center, Office of Secure Transportation intends to execute a Sole Item requirements contract (Base plus four 1yr options) for Leupold Mark 4 CQ/T 1-3 x 14 mm Tactical Scope, no substitutions. The leupold scope provides requirements as follows: True 1x setting functions for a non-magnifying, illuminated sight for tactical scenarios or engaging targets at extremely close range, provides a 2x or 3x settings for magnification of medium range targets, the circle dot reticle offers an aiming point for shooter along with range estimation, the ten reticle illumination settings match any light conditions without overwhelming natural low-light vision, two of these settings work with night-vision devices, elevation adjustment and windage range (MOA) of 80 and illumination is powered by one AA battery for up to 600+ hours at medium setting. Please reference the attached SF 1449 for more information on maximum/minimum and delivery requirements. The desired delivery location is to: U.S. Department of Energy, NNSA Service Center, 4th Avenue, Building 1789 Barling, AR 72923. Delivery shall be FOB Destination. The following local clause applies to this acquisition: LOBBYING RESTRICTION (ENERGY & WATER DEVELOPMENT APPROPRIATIONS ACT, 2004) The contractor agrees that none of the funds obligated on this award shall be expended, directly or indirectly, to influence congressional action on any legislation or appropriation matters pending before Congress, other than to communicate to Members of Congress as described in 18 U.S.C. 1913. This restriction is in addition to those prescribed elsewhere in statute and regulation.
