Description

This is a sources sought synopsis for the National Institutes of Health (NIH), Office of Logistics and Acquisition Operations (OLAO). The purpose for conducting this sources sought is to locate and identify qualified, capable and interested firms that can augment the NIH with contractor support to provide cost effective management and oversight of the NIH Purchase Card Program. Major responsibilities to be performed under an ensuing contract involve: assistance in the development of NIH-wide purchase card performance metrics that reflect the use of Government/private industry best practices; use of data mining to identify high-risk transactions; analyzing NIH purchase card transactions and identifying opportunities for discounts/savings; survey NIH customers and report results; develop and conduct classroom training of prospective and existing cardholders and approving officials; develop audit plans, conduct audits and prepare reports of transactions of cardholders and card approving officials. These services are anticipated to be required for one (1) 12 month base period with four (4) 12 month option periods. There are approximately 1,700 cardholders and 1,000 card approving officials participating in the program. During FY 2004, there were approximately 407,000 purchase card transactions. The intended procurement will be classified under North American Industrial Classification System (NAICS) code 541611 with a size standard of $6.0 million. Closing date of this sources sought will be approximately 15 calendar days from date of this synopsis. Interested firms are invited to submit a statement of capability demonstrating their experience and capability to fulfill the Government?s requirement. The statement of capabilities should be limited to five (5) pages and should include: company name, company address, contact name, contact telephone number, contact fax number, contact email address, business size and type of business (e.g., large business, small business, small disadvantaged business, 8(a), HUBZone, etc.), previous similar contracts performed including a brief description, dollar value, client?s name, client?s address, client?s telephone number, name of contact and duration of contract. NIH strongly encourages small businesses of all type and ownership (8(a), HUBZone, service disabled veteran, disadvantaged and women) with the demonstrated experience and capability to respond to this synopsis. Three copies of the capability statement must be received at the address listed below no later then 15 calendar days from date posted on Fed Biz Opps. Capability statements should be sent to National Institutes of Health, Office of Logistics and Acquisition Operations, Division of Station Support, 6011 Executive Blvd., Room 537-D, Attention: Stanley Canton or Carol Hayden, Bethesda, MD 20892. When using a courier service, Federal Express, UPS the city, state and zip code MUST READ ROCKVILLE, MD 20852. Responses via facsimile (FAX) WILL NOT be accepted. This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government, or will the Government pay for information solicited. Information received will be considered solely for the purpose of determine whether firms possess the capability to fulfill the Government?s requirement. A determination by the Government to compete this requirement as a set-aside based upon responses to this synopsis is solely within the discretion of the Government.
