- Construction document RFP 618-186-05 is issued full and open competition in accordance with the Small Business Competitiveness Demonstration Program; The procurement is entitled "DESIGN-BUILD, IMPROVE HVAC 68"" for and at VA Medical Center, Minneapolis, MN. as required by the specifications and drawings. Statement of Bid Item: A. Design: Provide complete design services for replacement of the existing rooftop HVAC units and upgrade of the air distribution system in Building 68. Design deliverables shall include documents listed in Specification 04-103, Request for Proposal to Design-Build. B Construction:, Base Bid: Provide all labor, materials and equipment to replace existing rooftop HVAC units at Building 68. In addition, the contractor shall upgrade the air distribution and control system to improve air flow, heating, and cooling to all spaces in Building 68. Work shall include all necessary demolition, mechanical work, electrical service to new equipment, roof repairs, ductwork, and controls. The following work items are only suggestions, other design solutions may be proposed. All work items included in an offeror's proposal shall be clearly stated and become part of the contract. Include work for: Demolish existing Mammoth roof top units and dispose of in accordance with local, state, and federal laws and regulations; Replace existing rooftops with (3) units sized to meet building requirements; Units shall be a minimum of 25 tons each; New rooftop units shall include electric cooling and natural gas heating; Install duct smoke detectors to meet NFPA requirements; Install VAV system with thermostatic control; Rooftop units shall be equipped with economizers; Roof curb installation, modification, or replacement, as required; Thermostatic control of supply air; Standard direct digital control system linking rooftop units and thermostats; Commissioning, testing, and start-up of system; Replace, repair, or modify electrical service and disconnects, as required; Add Alternates: #1: Install electric reheats with VAV system. #2: Testing, Adjusting, and Balancing. #3: New supply diffusers and return grilles throughout. #4: Ceiling replacement. Provide square foot unit pricing for ceiling grid and tile replacement. #5: Design and construct upgraded plenum return system. One Drawing M1-Building Air Distribution Layout accompanies specifications. Accomplish all work within 45 calendar days of receipt of Notice to Proceed. A SITE WALK IS SCHEDULED FOR THURSDAY, JULY 21, 2005 AT 9:00 A.M. CDST. Failure to attend this site walk will not relieve the successful offeror from all performance in accordance with specifications and drawings. Technical and Cost Evaluation Factors apply and the government will consider award based on Best Value to the Government.
