- The Government intends to negotiate and award a sole source contract to University Corporation for Atmospheric Research (UCAR), 1850 Table Mesa Drive, Boulder, CO 80305-5602. This synopsis is issued for the purpose of the 55th Contracting Squadron to conduct Market Research in accordance with FAR Part 10. This effort is to seek qualified sources capable of providing all personnel and transportation necessary to provide analysis and transition of meteorological modeling techniques and algorithms. Only one award will be made. The contractor will coordinate placement and travel of visiting scientists with development capability to conduct scientific analysis (and compile/report results) that will enhance Air Force Weather Agency (AFWA) current and future forecast model operational baseline, thereby improving support to worldwide Department of Defense operations. Visiting scientists for this requirement will be holders of Masters and/or PhD Degrees in the fields of meteorology, atmospheric science, climatology, space weather, space physics, land surface physics, land surface characterization, geology, geography, watershed science, natural environment science, physical science, applied physics (with focus in space or atmospheric science), or related fields; or graduate students, who are actively pursuing a graduate degree in one of these fields. This contract may benefit both the Government (in the form of the work performed) and the participating visiting scientists (in the form of pay and benefits as well as career-field experience). The previous acquisition for this requirement was awarded to the University Corporation for Atmospheric Research (UCAR). Award will be for one year (anticipated 1 Aug 2005 through 30 July 2006). The visiting scientists, singly or wholly, may be located at AFWA which is located on Offutt Air Force Base, Nebraska, or elsewhere at research facilities across the United States, as determined by AFWA. The NAICS is 541710. The small business size standard is 500 employees. The Government will accept capabilities packages from companies interested in performing this effort. Capabilities packages must be no more than 10 pages and must be received by the 55th Contracting Squadron, 101 Washington Square, Offutt Air Force Base, Nebraska 68113-2107, not later than 4:30 p.m. central standard time on July 6, 2005. Capability Package and Evaluation: The Government will identify competitive firms by evaluating the capabilities packages for responsiveness to the following requirements: (1) Analysis and development of new data assimilation systems (e.g., 3-dimensional vriational (3DVAR), or 4DVAR) for use with the Weather Research and Forecast (WRF) Model. Expected result is completed effort that contributes to the WRF model data assimilation system. (2) Development and transition of WRF. Expected result is completed effort that contributes to the improvement of WRF. (3) Applied technical transition, specifically weather forecast algorithm development and validation. Expected result is a completed effort that contributes to the transition of new weather techniques into AFWA. (4) Analysis and modeling of advanced data assimilation techniques and applications. Expected result is completed effort that contributes to the transition of new data assimilation techniques and applications into AFWA. (5) Analysis of advanced ensemble weather forecast techniques, models, and applications. Expected result is completed effort that contributes to the transition of new ensemble weather forecast techniques, models or applications into AFWA. (6) Analysis of advanced global land data assimilation systems and land surface models, techniques and applications. Expected result is completed effort that contributes to the transition of new advanced global land data assimilation systems or land surface models, techniques, or applications into AFWA. (7) Analysis of advanced space physics, and space weather models, and applications. Expected result is completed effort that contributes to the transition of advanced space physics, space weather models, or space weather applications into AFWA.
