Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. All responses to this solicitation (RFQ) must make reference to solicitation number FA2816-05-T-0007. Los Angeles Air Force Base (LAAFB) proposes to procure laundry service three times per week to the Fort MacArthur Inn, Bldg 36 and Bldg 40, San Pedro, CA 90731. Contractor shall provide pricing for each contract line item number. Contract line item number (CLIN) 0001, Pillow Slips, 42 x 36, 228 per week; CLIN 0002, Wash Cloths, 12 x 12, 400 per week; CLIN 0003, Sheets ? Queen Fitted, 120 per week; CLIN 0004, Sheets ? Queen Flat, 120 per week; CLIN 0005, Bath Towel, 24 x 50, 460 per week; CLIN 0006, Hand Towels, 16 x 27, 250 per week; CLIN 0007, Blankets ? Queen, 20 per week; CLIN 0008, Blankets ? Twin, 10 per week; CLIN 0009, Sheets ? Twin Flat, 48 per week; CLIN 0010, Sheet ? Twin Fitted, 48 per week; CLIN 0011, Bath Mats, 140 per week; CLIN 0012, Mattress Pads ? Queen, 150 per week; CLIN 0013, Mattress Pads ? Twin, 10 per week; CLIN 0014, Bedspreads ? Queen, 60 per week; CLIN 0015, Bedspreads ? Twin, 10 per week. The contractor will pick up all soiled linen and deliver the clean items in the sizes and quantities indicated on Monday, Wednesday and Friday of each week for a period not to exceed one year. Bed linens and towels are distinguished by the AF Inns logo and shall be laundered separately from others customers laundry. Delivered finished articles shall conform to the generally accepted industry standards of quality cleanliness, finish and appearance. Clean laundry is to be sealed in cellophane plastic wrap. Bed linens and small towels shall be packaged in bundles of 20 each. Bath towels will be packaged in bundles of ten (10). Clean linens shall be stored and transported in a separate and clean area of the delivery vehicle, totally separate from potential contamination by soiled linens. The contractor shall furnish delivery tickets to be used for recording the pickup and delivery of linens. Quantities delivered shall match the quantities specified on the delivery ticket. The contractor shall respond to a service request within four hours when quantities delivered do not match and are less than delivery ticket amounts. The contractor is responsible for compliance with all Municipal, County, State and Federal laws, rules, ordinances, and regulations applicable to the business performed under this contract. Pickup and delivery shall be at Building 36 and Building 40, Patton Quadrangle on Monday, Wednesday and Friday between the hours of 8:30 and 11:30 am, excluding federal holidays when the contractor shall adjust the schedule accordingly. The contractor shall obtain all necessary card, passes, decals or other items required for access to the area in which the work will be performed before beginning service. Proposed contract is for a basic year and two option years. Quote submitted should include price for the basic year and each of two option years. Option years will be awarded based on availability of funds. This solicitation is set-aside for Small Business. North American Industry Classification System (NAIC) is 812331 with a small business size standard of $12,000,000.00. Wage Determination 94-2047 REV (27) dated 5/23/2005 applies to this acquisition. Interested vendors have ten (10) days from publication of this Synopsis/RFQ to submit their quote. Anticipated award date is contemplated as 20 July 2005. The quotation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-03. To be eligible to receive an award resulting from this quotation the contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. In order to register, apply through the Internet at http://www.ccr.gov/. A DUNS (Dun and Bradstreet) number is required in order to register. Verification of CCR registration and Tax ID number must accompany your quote. Offeror shall complete the annual representations and certifications electronically at the ORCA website, http://orca.bpn.gov . The provisions at FAR 52.212-1, ?Instructions to Offerors-Commercial Items? and FAR Clause 52.212-2, ?Evaluation-Commercial Items?, applies to this acquisition and addenda are not attached; FAR 52.212-3, ?Offeror Representations and Certifications-Commercial Items? applies to this acquisition and a completed copy of the provision should be provided with the offer. The evaluation criteria for this solicitation will consist of the ability of the Offeror to meet the agency delivery requirements, and price and best value to the Government.
