- The 437th Contracting Squadron at Charleston AFB, SC will solicit for Airfield Taxiway repair at North Auxiliary Airfield located near the town of North, Orangeburg County, South Carolina. Dollar magnitude for this project is between $1,000,000 to $5,000,000. The performance time is 190 calendar days. The work to be performed consists of furnishing all materials, equipment, plant, labor, and supervision necessary to Repair Taxiway Delta at North Auxiliary Airfield. Project No. SBML 04-1044D. The work includes, but is not limited to: complete replacement of approximately 4,200 Linear Feet of Taxiway, 75 feet wide portland cement concrete airfield pavement taxiway with 25 feet wide asphalt shoulders, site and pavement demolition, excavation and fill, storm drainage, cement modification of soils, new airfield pavement markings, turf, airfield light, and incidental related work. SDVOSB, HUBZone, and 8(a) firms will first be sought by individual group in cascading order. If a response from two or more qualified firms is received for any of the three categories, this requirement will be set-aside. Should an insufficient number of responses be received in the three cascading categories, the requirement will be issued unrestricted. Interested SDVOSB, HUBZone, and 8(a) concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but no later than 11 July 2005. AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) A copy of your letter from the VA certifying your status as a SDV, (Self-certifying declarations as a SDV do not meet this requirement, you must currently possess a copy of your letter from the VA certifying your status as a SDV); or a copy of the certificate issued by SBA of your qualifications as a HUBZone or 8(a) concern; (b) A positive statement of your intention to bid on this contract as a prime contractor; (c) Evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers; (d) Evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested SDVOSB, HUBZone, or 8(a) concerns. Failure to submit all information requested may result in a contractor not being considered as an interested SDVOSB, HUBZone, or 8(a) concern. If adequate interest is not received from SDVOSB, HUBZone, or 8(a) concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDVOSB, HUBZone, and 8(a) concerns. The applicable NAICS code is 237310 with a small business size standard of $28,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 15 JUL 05 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
