Description
NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this synopsis or solicitation until funds are available. The Government reserves the right to cancel this synopsis and/or solicitation, either before or after the closing date, with no obligation to the offeror by the Government. Design/Renovate T-69002 into a Balloon Launching Facility, Lajes Field, Azores, Portugal. Work to be performed consists of the following features, but in no way limits the contractor to perform all work required by drawings, specifications and/or statement of work for this project: layout and establish at or near site T-69002, the location of the facility and supporting features including site utilities. Renovate the building, including but not limited to, exterior walls including door openings, roof framing/sheathing/metal roofing, finishes, and trim; complete the exterior and interior of the building including mechanical and electrical systems. The design consists of, at a minimum, a 1,140 square foot facility at site T-69002, using the existing site conditions as needed. This project may include demolition and removal on an as needed basis. Provide indicated and required demolition, cutting, patching, modifications, and repairs to existing paving, landscape, grading and other existing systems as necessary to accomplish the work. Work includes the construction of a single story Administrative Facility consisting of an office area, a unisex restroom, a storage room and a garage area with two (2) garage style doors on opposite ends, including plumbing and fixtures, Heating Ventilation and Air Conditioning (HVAC), fire detection and alarm systems, interior electrical distribution and lighting and communications facility wiring as needed. The office and storage areas in the facility need to maintain a controlled climate, by way of a Heating, Ventilation and Air Conditioning (HVAC) system. Adjacent to this will be a medium protected Storage Structure with the ability to separately store Helium canisters, to include concrete walkways from the Storage Structure to the Admin Facility. Included in design will be heating, ventilation and air conditioning systems, power outlets, lighting fixtures, telephone and LAN outlets and incidental related work as needed for General and Technical Requirements stated below. Contractor will also be responsible for providing personnel to test and balance all related systems associated with utilities for the facility to proper specifications, to maintain the climate control requirements. The performance period is approximately 260 calendar days. The magnitude of this project is between $100,000 (EUR 103,140) and $250,000 (EUR 257,850). North American Industry Classification System assigned to this acquisition is 236210 and the Standard Industrial Classification code is 1541. This procurement is RESTRICTED to Mainland Portugal and its territories in accordance with the Bilateral Agreement between Portugal and the United States dated 1995. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The RFP package will be available for downloading and viewing at Electronic Posting System (EPS) at http://www.eps.gov on or about 15 Jul 05. A site visit will be held at Lajes Field at a date to be determined. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, plans, specifications, or drawings will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Governments best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. All contractors interested in receiving notification of updates/amendments to the solicitation posed on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone requests will be accepted. All interested parties are required to be registered in CCR (Central Contractor Registration) www.ccr.gov, prior to award.
