Description
Project: Systems Engineering Support Synopsis: The Office of the Under Secretary of Defense (Acquisition, Technology, & Logistics) Defense Systems/Systems Engineering intends to procure the services of Systems Management International (SMI) of Alexandria, Virginia for systems engineering support with specific emphasis in the areas of systems engineering, strategic planning and capability assessments. Primary tasks will include: Systems Engineering Support: - Contractor shall participate as a member of the US TAG to ISO/IEC JTC1/SC7 in Systems/Software Engineering meetings in order to facilitate development of proposed systems/software engineering policy, practices, and procedures. - Contractor shall provide systems engineering support, as assigned by AT&L/Defense Systems/Systems Engineering/Enterprise Development, to review systems engineering guidance drafts and provide comments and recommendations for change. US TAG ISO/IEC JTC1/SC7/WG7 Support: - Contractor shall provide technical support to the ISO/IEC JTC1/SC7 US TAG by attending and participating in two national meetings annually. - Contractor shall evaluate proposed courses of action and make analyses of US TAG positions intended for the ISO/IEC JTC1/SC7/WG7 meeting. - Contractor shall provide technical support to other nationally held meetings of INCOSE, GEIA and/or IEEE to revise ANSI/EIA 632 and/or IEEE 11220 and to facilitate the fast tracking of these standards to ISO/IEC standards. - Contractor shall review and provide technical evaluation and submit reports on the ISO/IEC JTC1/SC7 harmonization of system standards, the revisions to EIA STD-632 and IEEE STD-1220 and other ISO standards such as ISO/IEC 12207, ISO/IEC 15939, and ISO 9001. - Contractor shall develop white papers on important subjects such as harmonization efforts, revisions affecting ISO/IEC 15288, ISO/IEC 19760 and other SC7 standards, as appropriate; systems engineering training; competencies; relationships of standardization outcomes to DoD documents such as the 5000 series; etc. Contractor shall provide in its own format the technical evaluations, white papers, courses of action, analysis of US TAG and INCOSE positions to ISO/IEC JTC1/SC7/WG7, trip reports and other reports as appropriate on the documents above. A thorough knowledge of military and commercial systems engineering standards (MIL-STS-499B, ANSI/EIA STD-632, IEEE STED-1220 and ISO/IEC 15288) is required to support this effort. The Contractor should have demonstrated expertise with current and evolving systems engineering principles/practices in industry, and with national/international systems engineering related standards and standards developing bodies. The Contractor should have experience with both assessments of an organization's level of systems engineering capability, and in performance-based specifications and military and commercial systems engineering standards (MIL-STD-499B, ANSI/EIA STD-632, IEEE STD-1220 and ISO/IEC 15288). The Contractor should have the knowledge and experience in order to conduct the required analyses of the ongoing efforts underway to harmonize ISO/IEC JTC1/SC7 system and software standards and fast track IEEE 1220 to an ISO standard for the Deputy Director, Systems Engineering/Enterprise Development. The Contractor should have extensive knowledge of acquisition reform initiatives, MILSPEC reform, and systems engineering practices, both in general and specifically how they are being applied in the acquisition of major weapon systems. The Government intends to make a Time-and-Materials award on a sole source basis pursuant to FAR 6.302.1. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and submit capability statements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
