Description
Provide CHEMICAL TOILETS AND INCIDENTAL RELATED WORK at the Marine Corps Air Station, Yuma, AZ and outlying areas such as Martinez Lake, Cannon Air Defense Complex, Aux II, and other areas connected to the Yuma Marine Corps Air Station. This is a combination Firm Fixed Price and Indefinite Quantity contract. The work includes providing all labor, materials, training, equipment, disposal (including transportation, tipping fees and licenses) and supervision necessary to provide chemical toilets, grease traps, manholes, lift stations, vaults and septic tank services and incidental related work. THIS SOLICITATION IS 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. For the purpose of this procurement any concern submitting a bid is classified Small if its preceding three fiscal years do not exceed $6,000.000.00. The North American Industry Classification System (NAICS) Code is 562991. This solicitation is for one Base year and four (4) One-year options for a total of 60 months. The option periods may be exercised at the discretion of the Government in accordance with clause Option to Extend the Contract-Services (NAVFAC 5252.217-9301 (JUN 1994)). All responsible bidders may submit a bid, which, if timely received, shall be considered by the agency. The contract will be awarded to the lowest responsive/responsible bidder. In accordance with FAR 5.102(a), availability of this requirement will be limited to the electronic medium, this requirement will b available for viewing and downloading, free of charge, via http://www.esol.navfac.navy.mil. Hard copies (paper sets) or a CD-ROM of this solicitation, or the plan holder?s list will NOT be provided by the Government. The official Plan Holder?s list will be maintained on, and can be printed from the Internet site. All responsible bidders and plan rooms must register as plan holders on the website: http://www.esol.navfac.navy.mil in order to receive a copy of this solicitation. Each company must indicate its name, address, phone number, and E-mail address; identify whether the firm is a Prime, sub, or supplier, and indicate whether the firm is a Small Business, Small Disadvantaged Business, Woman-Owned Business or if the firm is a Large Business. All contractual and technical questions must be submitted in writing and may be faxed to (928) 269-3557. No telephone or e-mail questions will be accepted. Notification of any postponements and any amendments to this solicitation will only be posted on this website. It is the sole responsibility of the bidder to continually view this website for any amendments made to this solicitation. This solicitation will be made available for viewing and downloading approximately 27 June 2005. A tentative site visit date is set for 11 July 2005 at 9:00 a.m. The closing date for receipt of bids is tentatively scheduled for 29 July 2005, 14:00 (local time). NOTE: The apparent successful bidder must be registered in the Department of Defense (DoD) Central Contractor Registration (CCR) Database. Award will NOT be made to contractors who are not registered in the CCR Database. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov; request form at 1-800-334-3414. Prospective contractors shall submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA). Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov/ in conjunction with required registration in the CCR database (see FAR 4.102). A contract cannot be awarded to a contractor that has not submitted a required annual form VETS-100, Federal Contractor Veterans? Employment Report (VETS-100 Report) if subject to the reporting requirements of 38 U>S>C 4212(D) for that fiscal year.
