Accordingly, a Sources Sought Notice was issued to inform interested parties that an Industry Forum will be held on July 15th, 2005. Please refer to the Sources Sought Notice for further details.--------Original notice > THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of the Naval Satellite Operations Center (NAVSOC), Point Mugu, California and detachments at Prospect Harbor, Maine; Colorado Springs, Colorado; and Finegayan, Guam. The incumbent service providers affected by this public-private competition are approximately 83 DoD civilian and military positions. A standard competition will be conducted in accordance with the revised OMB Circular A-76 of May 29, 2003. No solicitation has been developed at this time. The anticipated solicitation release date will be in August 2005. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. This is a multi-function standard competition that involves operating and maintaining all current and future Navy-acquired communications satellite (COMSAT) systems that are used by Fleet Operating Forces and other military services, Defense agencies and DoD field activities. Primary support of satellite operations includes telemetry monitoring, tracking, and controlling as well as all other support services necessary to provide highly reliable and available satellite services for the Navy in support of the warfighter. Current satellite systems include: Fleet Satellite (FLTSAT) Communications, Ultra High Frequency (UHF) Follow-on, Geodetic Satellite Follow-on, Navy Ionospheric Monitoring System, Polar Extremely High Frequency (EHF), and FLTSAT EHF Package. The business units include: (1) Administrative Support Services, (2) Satellite Operations Support Services and, (3) Logistics Support Services. Certain satellite operations services are required 24 hours a day, 7 days a week, including all holidays. The Department of Defense Competitive Sourcing Official (CSO) is Mr. Philip Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official (CCSO) for the United States Navy is Mr. Wayne Arny, Acting Assistant Secretary of the Navy (Installations & Environment). The designated Contracting Officer and Agency Tender Official for this standard competition are Ms. Samantha Darella and Mr. James Trump, respectively.
