- Notice of Intent to Negotiate on a Sole Source Basis The Library of Congress (LOC) must develop the software and systems for the digital preservation pipeline from ingest of an audiovisual asset to the archiving of the digital file. The software system must be operational for the transition to the new facility. The scheduled date for occupancy of the first phase is August 2005, and of the second phase Summer 2006. It is imperative that the Library begin to develop this software as soon as possible. It is important to hire someone with a proven track record in developing systems similar in the type, size and complexity as needed for the NAVCC. Mr. Gustman is an expert in the design of integrated digital asset management systems that use technology to collect, index and deliver digital information. His previous experience with a major commercial film archive includes the development of a complete digital management infrastructure, one of the largest operating in the world which has been used to collect video from 56 countries from around the world and service end-users in those countries. He is an expert in rapid software development and has worked as a consultant to develop systems for Government Agencies and major motion picture studios. He has a proven software development team already available. The team?s knowledge of latest technology is up to date through experience on large software projects for the Department of Defense. Mr. Gustman?s education and background is in computer systems engineering. He holds several patents in the area of new digital library technologies. He is the creator of the largest private database of this type, adhering to library and audiovisual standards. He has provided broadband access to large quantities of digital content. He brings relevant experience in the development of mass storage systems for moving and still images files. Including experience working with a database of over 100 terabytes. He also has experience working with high-end telecommunications while serving as a consultant to the NAVCC in the past. Mr. Gustman has prior experience working with ITS and is already familiar with the Library environment. Mr. Gustman has an excellent background to manage this process and is available immediately. Therefore, in order to complete the complex planning of the NAVCC digital management system in a timely manner, it is essential to utilize the knowledge and experience he brings to this process.
