Description
NASA GSFC plans to issue a draft Request for Proposal (RFP) Number RFP-02275-GAZ for scientific and technical services in support of Code 613, Laboratory for Atmospheres. This requirement is for services in the areas of model development, analysis of model simulations and data analysis; scientific programming; development, operations, modification and update of computer codes for models and data analysis; maintenance of a library of atmospheric and solar data computer records; and maintenance of a library of model output and history. The draft RFP will be issued to solicit industry?s comments on all aspects of the solicitation, including requirements, schedules, proposal instructions, terms and conditions, evaluation approaches including any unnecessary or inefficient requirements. This procurement is a total small business set-aside. The NAICS Code and Small Business Size Criteria are 541710 and 1,000, respectfully. The Government does not intent to acquire a commercial item using FAR Part 12. The DPAS rating for this procurement is DO-C9. All responsible sources may submit an offer which shall be considered by the agency. This procurement is a follow-on effort to some of the requirements currently being performed under three separate contracts (NAS5-00119:SSAI, NAS5-01008:SSAI, and NAS5-01070:SSAI). This competitive procurement will result in a cost-plus-award-fee (CPAF), indefinite delivery, indefinite quantity (IDIQ) contract with an effective task ordering period of five years. The anticipated release of the Draft RFP is on or about July 15, 2005. Interested parties will be given approximately two weeks to provide comments. Comments on the Draft RFP are not mandatory. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), the Government does not intend to award a contract on the basis of the Draft RFP, or to otherwise pay for the information solicited. GSFC anticipates release of the Final RFP on or about August 15, 2005 and anticipated offer due dates of approximately 30 days after the RFP release date. The anticipated effective date of the follow-on contract is February 1, 2006. An ombudsman has been appointed -- See NASA Specific Note "B" The solicitation and any documents related to this procurement will be available over the Internet. It is the offerors responsibility to monitor amendments (if any). Potential offerors will be responsible for downloading their own copy of the drat solicitation and amendments (if any). These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
