Description

11th Contracting Squadron/LGCN, Bolling AFB, Washington, D.C., intends to award an Indefinite Delivery-Indefinite Quantity contract to provide National Security Personnel System (NSPS) Supervisor soft skills Training and Support for Secretary of the Air Force/General Counsel (SAF/GCD). In accordance with Federal Acquisition Regulation (FAR) 5.203, this serves as a pre-solicitation notice. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, or a Request for Quotes. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government shall not reimburse respondents for any costs associated with submission of information or reimburse expenses incurred to interested parties for responses to this pre-solicitation notice. THE PROCUREMENT IS A 100% SMALL BUSINESS SET ASIDE. SAF/GCD, Washington DC 20330, may have a requirement for NSPS Supervisor soft skills Training and Support. NSPS aims to modernize a 50 year old civil service system allowing DoD to attract, recruit, retain, compensate, reward and manage employees, with a focus on performance, flexibility and accountability. The NSPS Program Office has directed that all DoD personnel receive soft skills training as part of the implementation of NSPS. Training objectives for Managing Difficult Conversations, Feedback and Coaching and Effective Communication have been developed. The Air Force has requested assistance in implementing NSPS by providing supervisor soft skills training as well as any other training necessary to implement NSPS. The period of performance is currently forecasted to be 1 August 2005 through 31 July 2010. All potential sources shall be registered in the Central Contractor Registration (CCR) at www.ccr.gov in order to be considered eligible for award. The North American Industry Classification System (NAICS) code for this acquisition is 541990 and the corresponding SIC Code is 8900, with the small business size standard not to exceed $6.0 Million. A Request for Proposals (RFP) may be distributed, solely on the FedBizOps (www.EPS.gov) website, on or about 15 June 2005. NO PAPER COPIES OF THE SOLICITATION WILL BE MAILED. When posted, the solicitation can be accessed by following the DoD (Department of Defense), Department of the Air Force (USAF), Direct Reporting Units, and 11th CONS, Bolling AFB FedBizOps website links. REQUESTS FOR A COPY OF THE SOLICITATION WILL NOT RECEIVE A RESPONSE. It is incumbent upon the interested parties to review this site frequently for the posting of and any updates/amendments to the solicitation.
