Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation (FAR) Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $21,000,000 annual gross receipts for a period of three years. BACKGROUND: The General Services Administration (GSA) provides real estate and related services to over 100 federal client agencies through its Public Buildings Service (PBS). PBS serves more than one million federal workers in 2,000 American communities. This comprises over 1,600 government-owned buildings, approximately 55 percent of the agency's total inventory. The remaining 45 percent is in privately-owned, leased facilities. Within the PBS is the Market Offerings Division, which is responsible for product development and management activities. This Division accomplishes product management by creating specific products and/or service bundles for its customers and for advocating, valuating, evaluating and reporting on these offerings, performance. The Division has adopted a formal product development process for effective and efficient management of its portfolio of products and services. General Services Administration (GSA), Public Buildings Service (PBS), Physical Capital Asset Management Division (PGE), is requesting services to provide a product development and management off-the-shelf process as follows: The contractor shall furnish the necessary materials, labor, supplies and management to provide an off the shelf product development and management process. This work shall include (but not limited to): providing a process for creating and managing the development of products and services; templates for product development/management decision-making; templates for financial analyses in evaluating products and services; best practices and benchmarking for re-tooling of existing products and development of new ideas; project management templates for tracking and managing product development/management from initial concept through launch. GSA PBS utilizes the Microsoft Office suite of products, therefore, all proposed templates and automated tools must be in Word, Excel, and/or PowerPoint format. TASK 1: Provide a Product Development/Management off the shelf process which will assist the Division in better managing our current portfolio of products and services and in developing and launching new ones: a. The process must be tested and proven to be effective and successful in a variety of business ventures and must have generic application to business and government sectors. b. The process will provide the necessary background data and strategic decision making criteria that will facilitate product development and management. c. The process will identify the critical tasks necessary to complete the evaluation and development of products and services from inception to completion. d. The process will provide the tools to conduct objective product management decision making that will ultimately lead to successful product management. e. The proposed process must be easily adaptable by the Division to reflect the internal organization structure, nuances, portfolio of products and services and measures that are in accordance with sound business practices as well as federal government initiatives. TASK 2: Installation and Training for the proposed process and all associated tools, documents, spreadsheets, project management plans and presentations will be conducted on-site at PBS in Washington, DC, for less than 10 people. Training services will ensure that the Division is fully functional in managing the process as well as well being well versed in the tools and techniques provided. DELIVERABLES: The contractor shall provide deliverables and schedules based on the requirements in the statement of work the deliverables and schedules shall include: Product Development/Management: Deliverable No.: Description of the Deliverable: Deliverable Schedule (Availability): Period of Performance: The period of performance is from July 1, 2005 to September 30, 2005. Place of Performance: Services shall be performed off-site at the contractor's location. Installation and training shall be provided at 1800 F St., NW Washingon, DC 20405 Price Proposal: The contractor shall provide the necessary products/labor categories, hours and hourly rates to perform the services in the statement of work. Labor hours and fixed hourly rates shall also be proposed for additional services. The contractor shall propose a firm-fixed price to include the following: (1) description of product (deliverable); (2) price; (3) labor category; and (4) hourly rate. Technical Proposal: The contractor's technical proposal shall address each section of the statement of work. The contractor must demonstrate their understanding of the statement of work and provide the deliverables and their schedule. Evaluation Criteria: The contractor’s proposal shall be evaluated based on the following Factors and Subfactors: Factor 1: The Contractor's process (or approach) and deliverables to performing the services under the contract. The contractor must address the statement of work in order to be considered responsive under this factor. The Contractor must demonstrate their process (or approach) and deliverables to providing the services in the statement of work. Factor 2: Please provide your Management Approach, Experience of the Company and Individuals that would perform work on this project. Factor 3: The Contractor's Past Performance. The contractor must provide a list of past and current clients within the past 5 years. The past performance information must include the following information: 1) Client Company Name 2) Client Complete Mailing Address 3) Name of Point of Contact 4) Company and/or Client Point of Contact Telephone Number 5) Description of Service/Products Provided to Client 6) Client Feedback of Doing Business With Your Firm (if available) Basis for Award: When combined, technical is equal to price. Submission of Proposals: The contractor shall submit their proposal on or before 12:00p, June 30, 2005. All questions are due on or before 12:00p, June 29, 2005. The NAICS code for this requirement is 511210 ($21M annual gross receipts for three years). Proposals will be evaluated based on the lowest price to the government. Offerors must submit their final proposals for evaluation. Proposals must be submitted (hard copies) to 1800 F Street, NW, 4th Floor, Washington, DC 20405. The following Federal Acquisition Regulation (FAR) provisions are hereby applicable and incorporated by reference: 1) The provision at 52.212-1, Instructions to Offerors - Commercial Items; and 3) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Offerors shall include a completed copy of the Online Offeror Representations and Certifications Application. Please refer to http://www.orca.bpn.gov. A completed copy of the Representations and Certifications should be included with the offer. The following Federal Acquisition Regulation (FAR) clauses are hereby applicable and incorporated by reference: 1) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items; and 2) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; 3) The clause at 52.225-13, Restrictions on Certain Foreign Purchases; and 3) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (ALT I). The following General Services Administration Acquisition Manual (GSAM) clauses are hereby incorporated by reference: 1) The clause at 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (MAR 19980 is hereby incorporated by reference; clauses, 552.215-70, 552.228-70, 552.229-70, 552.232-70, apply to this solicitation and any resultant contract. This acquisition is set-aside for small business concerns. The government anticipates a firm-fixed price contract. All offerors must be registered in the Central Contractor Registration (CCR) before being considered for award.
