- Description
- Pursuant to FAR 6.302-3(a)(2)(ii), "To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center”, the Department of Energy (DOE), National Nuclear Security Administration (NNSA), intends to negotiate a sole source contract with the Desert Research Institute (DRI), a non profit division of the University and Community College System of Nevada, 2215 Raggio Parkway, Reno, NV 89512-1095 for continuing research, engineering, and development in technical areas of environment, safety, and health, national security, and environmental restoration and waste management. Areas of research, engineering, and development include the technical and programmatic fields of chemistry, hydrology, geology, soil science, civil and environmental engineering, atmospheric sciences, remote sensing and geographic information systems, radiological sciences, biological sciences, risk assessment, energy and technology development and testing, environmental monitoring, protection, compliance, and remediation, long-term stewardship, archaeology and historic preservation, science and environmental education, and community and stakeholder outreach in support of the Nevada Site Office. The DOE/NNSA has determined that it is in the best interest of the government’s critical mission to continue these services with DRI because the programs supported are nuclear experimentation, stockpile stewardship waste disposal, environmental restoration/monitoring, historic preservation, technology development and other national security and environmental management programs managed by the DOE/NNSA at Nevada. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Interested persons may identify their interest and capability to respond to the requirement. Interested parties having all or part of the capabilities to perform the services described above are requested to submit capability statements, limited to not more than 10 pages, to be received within 15 days of publication of this Notice to: U.S. Department of Energy, National Nuclear Security Administration Service Center Attn: Chris Duran. PO Box 5400, Albuquerque, NM 87185-5400. Information received will be considered solely for the purpose of evaluating the intent of this notice and explore subcontracting opportunities. This notice satisfies the requirements of FAR Part 5. The estimated value of the base three year period, plus two one-year options, is $42,500,000.00 and is subject to the availability of funds. Questions pertaining to this planned action may be directed to Chris Duran, Contract Specialist, at cduran@doeal.gov.
