Description
PRESOLICITATION NOTICE: The National Park Service (NPS) is currently planning to award a contract to replace HVAC and lighting components at Bighorn Canyon National Recreation Area. A) For further information call or e-mail: John Chaney, Contract Specialist, 303-969-2303, john_chaney@nps.gov B) Brief Description of Project Scope: At the Administrative Building, in Fort Smith, Montana: Provide and install three new furnaces, indoor evaporator coils and outdoor condensing units including all necessary gas lines, vent lines, condensate lines, refrigerant lines and electrical service. Provide and install one new ductless split air conditioning system with all required service lines. Provide and install new supply, return and outside air duct, duct smoke detectors, grilles registers and diffusers, louvers and attachments to each new furnace. Demolish existing ceilings and light fixtures in selected areas. Replace with new suspended acoustical ceilings with associated fluorescent light fixtures. At the Visitor Center in Lovell, Wyoming: Remove the heating / fan sections from three existing heating / cooling units. Provide and install three new gas fired heating / fan sections (with all required service lines) to replace the removed sections. Furnish and install supply and return ducts as needed for connection to the existing duct system. C) All responsible sources may submit a proposal which shall be considered by the National Park Service. Award is not restricted to small businesses. D) Estimated Price Range: Between $100,000 and $250,000. E) The RFP & construction documents shall be available, without charge, through www.fedbizopps.gov. F) Preproposal Conference & site visit: Information regarding the exact time, date and location of the site visit will be included in the solicitation. G) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. H) Schedule: All dates are tentative and may change. Offerors should refer to the RFP for exact dates. Issue Request for Proposals 7/20/05; Preproposal conference & site visit 8/9/05; Proposal due date 8/18/05; Award contract 9/8/05; Issue Notice to Proceed 9/22/05; Completion of contract performance 3/22/06; I) Evaluation Criteria / Factors: Selection will be based on price and non-price factors and award will be made to the offeror presenting the Best Value to the Government. Factors are listed in descending order of importance. *** Non-price factors *** 1. Project Management (Offeror's proposed plans and schedules specific to this project): The following issues will be considered in the evaluation of this factor: Quality: The plan's method for insuring a high quality standard is maintained; Schedule: The plan's method for monitoring construction progress to insure the project stays on schedule; Project scope & cost control: The plan's method to track scope changes and to prevent or minimize additional costs to the NPS; Construction Team: Organization and qualifications of the proposed construction team; Project location: How the proposed plan takes into account this project's location and its being in a national park; Safety & Security: The plan's method to insure a safe and secure project site; Sustainability and Green building practices: The plans methods to address environmental issues. 2. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that this is factual, documented, information about specific work the contractor has performed, which demonstrates their technical ability to accomplish the work. Offerors will be required to submit information regarding projects they have completed within the past 5 years. Offeror's demonstrated ability to effectively manage the following project aspects will be considered in the evaluation of this factor: Similar projects: Government projects, location, scope, size, schedule,etc; Quality control; Schedule control; Project scope & cost control; Construction Team; Safety & Security; Sustainability and Green building practices 3. Past Performance: A measure of the degree to which a contractor has satisfied its customers in the past. The NPS will evaluate past performance based on contacting references provided by the contractor; the Government's knowledge of offeror's past performance; and / or references obtained from any other source. *** Price *** All evaluation factors other than price, when combined, are significantly more important than price.
