Description
PHD, Naval Surface Warfare Center intends to issue a Cost Plus Fixed Fee (CPFF), Level of Effort, Indefinite deliver, indefinite quantity contract on a sole source basis to L-3 Communication Power System Group (PSG) for the following: This acquisition is for design agent engineering services in support of the 400Hz In-Service Engineering Agent for the Aegis Fleet. The contract will provide Engineering Design/Development, Field Service, Depot Support and Integrated Logistics Support (ILS) for the MK-84 Solid State Frequency Converter, Air Cooled Solid State Frequency Converter (ACSSFC), MK 205 Split-Bus Controller (SBC), Fault Isolation Unit (FIU), Maintenance Switch Box (MSB) and Auxiliary Equipment. L-3 Communications, PSG is the Design Agent for the 400Hz system since the introduction to the U.S. Navy and still maintains the manufacturing and production capabilities necessary to support the MK 84 Solid State Frequency Converter, ACSSFC, MK 205 SBC, FIU and MSB and ! auxiliary equipment for which they are the Original Equipment Manufacturer. L-3 Communications, PSG has sole custody of the operational MK 84 and ACSSFU Land Based Test Unites for design and test purposes and possess the equipment drawings, many of which are proprietary and the ability to make drawing revisions in support of any equipment changes. The design agent efforts of L-3 Communications, PSG cannot be performed by another source without a full disclosure of all the equipment drawings and the test sets proprietary to L-3 Communications, PSG and the only firm possessing the in-depth technical knowledge, experience and capabilities required to manufacture, alter and provide depot repair. The estimated number of labor hours are as follows: Base Year – 7350, Option One – 7350, Option Two – 7350, Option Three – 7350, and Option Four - 7350. The total estimated labor hours for this requirement are 36,750. The anticipated issue date for this solicitation is 15 July 2005! and will be available for downloading AFTER 15 July 2005 from http://www.phdnswc.navy.mil/procurements. The North American Industry Classification System (NAICS) is 541330 and the size standard is $23M. Federal Supply Classification (FSC) is 8711. All responsible parties may submit a proposal which shall be considered by the agency. NOTES 12, 22 and 26 applies.
