- The National Institutes of Neurological Disorders and Stroke (NINDS), Biostatistics Branch (BSB) Clinical Neuroscience Program (CNP), plans to procure the services of James M. Dambrosia, PhD., 15501 Williston Road, Silver Spring, MD 20905, for Biostatistics/statistician services. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. This announcement is a one-hundred percent (100%), Total Small Business Set-Aside. The Biostatistics Branch (BSB) engages in a wide scope of statistical collaborations and consultations with clinical neurologists and neuroscientists in the Clinical Neuroscience Program (CNP) of NINDS, and it develops statistical methods to address unique methodological problems encountered in collaborative studies. The focus of the collaborative research is on statistical planning and design of experiments, statistical analysis and modeling of data, and statistical inference. Statisticians participate in the design, development, and review of protocols for studies of treatment and natural history of neurological diseases conducted by CNP. They provide statistical data analysis, modeling, and inferential interpretation of data obtained from CNP research studies. The NINDS, CNP requires unique biostatistical/statistician expertise and experience in the field of statistical design, evaluation, analysis, modeling and history. Period of performance: August 1, 2005 through July 31, 2006. Dr James Dambrosia is uniquely qualified to provide these needed services. He has more than twenty-five (25) years experience in the statistical planning, design, and implementations of study protocols in clinical neuroscience research. He has worked on a wide range of neurological diseases and has a unique understanding of the statistical issues involved in analyzing, modeling, and interpreting such data. Dr. James Dambrosia is the only source known to NINDS that can provide this level of expertise and knowledge. Changing variables will interrupt the current research and will be detrimental to the work that has already been provided regarding the research project. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, July 18, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) as well as the Online Representations and Certifications Applications (ORCA).
