Description
THE CENTERS FOR MEDICARE AND MEDICAID SERVICES (CMS) INTENDS TO AWARD ON A SOLE SOURCE BASIS, UNDER SIMPLIFIED ACQUISITION PROCEDURES (DOLLAR THRESHOLD OF $100,000) A FIRM FIXED PRICE AWARD TO THE NATIONAL ACADEMY OF SCIENCES, INSTITUTE OF MEDICINE (ION), 500 FIFTH STREET, WASHINGTON, D.C. 20001. THE NATIONAL ACADEMY OF SCIENCES (NAS) IS AN HONORIFIC SOCIETY OF DISTINGUISHED SCHOLARS. THE NAS WAS CHARTERED BY THE CONGRESS AND SIGNED INTO BEING ON MARCH 3, 1863. AS MANDATED IN ITS ACT OF INCORPORATION, THE NAS HAS SERVED TO :INVESTIGATE, EXAMINE, EXPERIMENT, AND REPORT UPON ANY SUBJECT OF SCIENCE OR ART” WHENEVER CALLED UPON TO DO SO BY ANY DEPARTMENT OF THE GOVERNMENT. THE INSTITUTION THAT WAS FOUNDED IN 1863 EXPANDED TO INCLUDE THE NATIONAL RESEARCH COUNCIL IN 1916, THE NATIONAL ACADEMY OF ENGINEERING IN 1964, AND THE INSTITUTE OF MEDICINE IN 1970. COLLECTIVELY, THE FOUR ORGANIZATIONS ARE KNOWN AS THE NATIONAL ACADEMIES. THESE NON-PROFIT ORGANIZATIONS PROVIDE A PUBLIC SERVICE BY WORKING OUTSIDE THE FRAMEWORK OF THE GOVERNMENT TO ENSURE INDEPENDENT ADVICE ON MATTERS OF SCIENCE, TECHNOLOGY, AND MEDICINE. THE ACADEMY’S SERVICE TO THE GOVERNMENT HAS BECOME SO ESSENTIAL THAT CONGRESS AND THE WHITE HOUSE HAVE ISSUED LEGISLATION AND EXECUTIVE ORDERS OVER THE YEARS THAT REAFFIRM ITS UNIQUE ROLE. THE IOM ROUNDTABLE MEMBERS, (ACADEMY FOR EDUCATIONAL DEVELOPMENT, AMERICAN ASSOCIATION OF FAMILY PHYSICIANS, AMERICAN COLLEGE OF PHYSICIANS, AMERICAN HEART ASSOCIATION, HEALTH RESOURCES AND SERVICES ADMINISTRATION, MERCK, NATIONAL CANCER INSTITUTE OF MEDICINE, OFFICE OF DISEASE PREVENTION AND HEALTH PROMOTION/DHHS, PFIZER, PENDING PARTICIPANTS INCLUDE KAISER PERMANENTE, CONSUMER HEALTH PRODUCTS ASSOCIATION, NATIONAL ASSOCIATION OF PUBLIC HOSPITALS) ARE ELECTED ON THE BASIS OF THEIR PROFESSIONAL ACHIEVEMENT, SERVE WITHOUT COMPENSATION IN THE CONDUCT OF STUDIES, AND INQUIRE INTO MATTERS OF NATIONAL POLICY FOR HEALTH. MEMBERS BRING A BREADTH AND DEPTH OF COMPETENCE NECESSARY FOR ANALYSIS OF TODAY’S HEALTH PROBLEMS. A STAFF OF PROFESSIONALS, DRAWN FROM MANY DISCIPLINES AND EXPERIENCED IN HEALTH AND BIOMEDIC; SCIENCE POLICY CONSIDERATIONS, SUPPORTS AND AUGMENTS THE WORK OF THE MEMBERS. IN ADDITION, THE RECRUITING OF VOLUNTEER SERVICES OF SPECIALISTS BEYOND THE VENUE OF CUSTOMARY MEMBERSHIP IS FACILITATED BY THE REPUTATION OF THE IOM FOR THE INTEGRITY AND INDEPENDENCE OF ITS STUDIES. CMS WILL BE ONE OF THE MANY GOVERNMENTAL PARTICIPANTS AND SPONSORS IN THE IOM ROUNDTABLE ON HEALTH LITERACY, WHICH WILL UPDATE CMS ON HEALTH LITERACY RESEARCH AND POLICY THAT I BEING CONDUCTED BY ROUNDTABLE MEMBERS AND OTHER HEALTH LITERACY EXPERTS. CMS PARTICIPATION WILL BE FOR A PERIOD OF PERFORMANCE OF ONE YEAR AND CONSIST OF 24 MEETINGS HELD BI-MONTHLY, 5 GROUP DISCUSSIONS OVER A SIX MONTH PERIOD, 2 SYMPOSIUMS DURING FEBRUARY THROUGH JUNE. IOM’S ROUNDTABLE WILL PROVIDE CMS WITH THOROUGH AGENDAS, DETAILED MEETING NOTES FOR ALL ROUNDTABLE MEETINGS, WORKSHOPS, AND SYMPOSIA. UPON COMPLETION OF THE ROUNDTABLE IOM WILL SUBMIT A REPORT DETAILING THE LESSONS LEARNED FROM THE ROUNDTABLE. ALL RESPONSIBLE SOURCES MAY SUBMIT CAPABILITY STATEMENTS IN CONSIDERATION TO THE AGENCY AT THE ABOVE ADDRESS. IN ADDITION, ALL CONTRACTORS MUST BE REGISTERED WITH THE CENTRAL CONTRACTORS REGISTRATION SYSTEM (CCR) AT WWW.CCR.GOV.
