- THE CENTERS FOR MEDICARE AND MEDICAID SERVICES INTENDS TO AWARD ON A SOLE SOURCE BASIS, A FIRM FIXED PRICE PURCHASE ORDER TO, NATION INDIAN COUNCIL ON AGING (NICOA), 10501 MONTGOMERY BLVD., NE STE 210, ALBUQUERQUE, NM 87111-3847, FOR EXPANSION OF THE OUTREACH AND EDUCATION EFFORTS TO BETTER SERVE THE HEALTH NEEDS OF AMERICAN INDIANS AND ALASKA NATIVES (AI/ANs). THROUGH THIS PURCHASE ORDER NICOA WILL WORK THROUGH THEIR MEMBERSHIP NETWORK TO COMMUNICATE DIRECTLY WITH AI/AN MEDICARE BENEFICIARIES ABOUT THE MEDICARE MODERNIZATION ACT (MMA) PRESCRIPTION DRUG COVERAGE. ELDERS WHO ARE MEDICARE BENEFICIARIES ARE A DIFFICULT POPULATION TO REACH DUE TO BARRIERS INCLUDING ACCESS TO HEALTHCARE, LANGUAGE, REMOTE LOCATIONS, CULTURAL ISSUES, SOCIOECONOMIC CONDITIONS. THEREFORE A COMPREHENSIVE SPECIALIZED OUTREACH AND EDUCATION PLAN IS CRITICAL IN REACHING THIS POPULATION. NICOA HAS THE UNIQUE CAPABILITY TO REACH THESE BENEFICIARIES “WERE THEY WORK, PRAY, AND PLAY. NICOA WILL TRAIN INFORMATION INTERMEDIARIES TO EFFECTIVELY OUTREACH TO AI/AN MEDICARE BENEFICIARIES REGARDING THE MMA PRESCRIPTION DRUG COVERAGE. SEND TRAINERS TO ATTEND RELEVANT TRAINING EVENTS PERTAINING TO THE PRECRIPTION DRUG BENEFIT TO BE DETERMINED IN CONJUNCTION WITH CMS. SEND INDIVIDUALS TO GIVE PRESENTATIONS AT TRIBAL SENIOR CENTERS, URBAN INDIAN CENTERS, AND STATE INDIAN COUNCIL ON AGING MEETINGS, WITH THE TWELVE IHS AREAS. PARTNER WITH THE INDIAN HEALTH SERVICE TO PRODUCE THE 2006 AMERICAN INDIAN/ALASKA NATIVE LONG TERM CARE CONFERENCE, A CONFERENCE DEDICATED TO PROMOTING HIGH-QUALITY FOR THE MOST FRAIL AI/AN ELDERS. DISSEMINATE AND TRANSLATE RELEVANT MATERIALS TO EDUCATE AND TRAIN INFORMATION INTERMEDIARIES SERVING AI/AN MEDICARE BENEFICIARIES. ENSURE THAT ALL WRITTEN MATERIALS PREPARED UNDER CONTRACTS ARE SENT TO CMS FOR REVIEW AND CLEARANCE. PROVID MONTHLY REPORTS THAT INCLUDE, BUT ARE NOT LIMITED TO ACCOMPLISHMENTS, MATERIALS REQUIRED, WORK PLAN AND DELIVERY SCHEDULE, EXPENDITURES (INCLUDING TRAVEL COSTS), AND COPIES OF MATERIALS DISTRIBUTED OR MAILED TO AI/AN BENEFICIARIES AND OTHERS IN THE INDIAN AGING NETWORK. ASSIST CMS IN IDENTIFYING WAYS TO REACH/INFORM TRIBES ABOUT THE AGENCY’S PROGRAMS AND IN PROMOTING SUCH INITIATIVES AS SATELLITE BROADCASTS AND OPEN DOOR FORUMS ON ISSUES THAT IMPACT TRIBAL COMMUNITIES. NICOA IS IN A UNIQUE POSITION TO SUCCESSFULLY CARRY OUT THIS PROJECT. NICOA HAS SERVED AS THE NATION’S FOREMOST NONPROFIT ADVOCATE FOR THE NATION’S ESTIMATED 296,000 AMERICAN INDIAN AND ALASKA NATIVE ELDERS AGED 55 AND OVER SINCE 1976. NICOA STRIVES TO BETTER THE LIVES OF THE NATION’S INDIGENOUS SENIORS THROUGH ADVOCACY, EDUCATION, OUTREACH, EMPLOYMENT TRAINING, DISSEMINATION OF INFORMATION, AND DIRECT SERVICE.. NICOA IS A SMALL NONPROFIT MEMBERSHIP ORGANIZATION COMPRISED OF AI/AN ELDERS FROM EACH OF THE 12 AREAS SERVED BY THE BUREAU OF INDIAN AFFAIRS. THE MAJORITY OF NICOA’S STAFF ARE AMERICAN INDIAN AND OVER THE AGE OF 40. THE ORGANIZATION EMPLOYS AI/AN ELDERS (AGE 55+) WHO WORK ON PROGRAMS PROVIDING DIRECT SERVICE TO THEIR PEERS. NICOA’S 13 MEMBER BOARD OF DIRECTORS INCLUDES REPRESENTATIVES ELECTED BY THE ELDERS FROM EACH OF THE 12 AREAS AND THE CHAIR OF THE NATIONAL TITLE VI DIRECTORS ASSOCIATION. NICOA’S RELEVANT PROJECTS SERVING ELDERS INCLUDE: ACCESS TO BENEFITS, NATIONAL TRIBAL TECHNICAL RESOURCE CENTER ON LONG TERM CARE (LTC), DIABETES PREVENTION. NICOA IS WELL ESTABLISHED IN THE TARGETED DEMOGRAPHIC. THE ORGANIZATION MAINTAINS A SOLID NETWORK OF AI/AN ELDERS, TRIBAL LEADERS, TITLE VI DIRECTORS, STATE INDIAN COUNCILS ON AGING, HEALTHCARE PROVIDERS IN THE INDIAN HEALTH SERVICE/TRIBAL/URBAN/(I/T/U) SYSTEM, AND AREA INDIAN HEALTH BOARDS. THE ORGANIZATION ROUTINELY PROVIDES INFORMATION TO THESE GROUPS THROUGH CONFERENCES, NEWSLETTERS, WORKSHOPS, MEETINGS, A WEBSITE AND TARGETED MAILINGS. BECAUSE THE ORGANIZATION WAS CREATED BY TRIBAL LEADERS TO ADVOCATE FOR AND INFORM INDIAN COUNTRY, NICOQ IS VIEWED BY ELDERS AS THEIR ORGANIZATION. AS SUCH, THEY EXPECT THE ORGANIZATION TO WORK ON THEIR BEHALF TO ADDRESS THE MANY CHALLENGES THEY FACE WHILE AGING IN THEIR COMMUNITIES AND SEEKING TO ACCESS BENEFITS. THIS RELATIONSHIP OF TRUST WITH A HARD TO REACH POPULATION IS CRITICAL FOR A SUCCESSFUL MEDICARE BENEFICIARY OUTREACH AND MEDICARE PRESCRIPTION DRUG COVERAGE OUTREACH CAMPAIGN.
