Description
This procurement request is to remove and replace the refrigerant compressors, heat exchangers, condensers, and control units for the 2 Temperature Conditioning Chambers located at the US Army, ARDEC, and B.631. The existing compressors and heat exchangers are used to provide temperature conditioning to experimental munitions thru ducts to insulated conditioning chambers. These units must be capable of providing continuous temperature in the range of -65 to + 165 degrees Fahrenheit. Failsafe control must be incorporated to ensure the pre-set temperature is maintained. Failure of the control unit to maintain the preset temperature could result in a catastrophic reaction of the energetics in the ammunition. This procurement action will require the removal of all existing refrigeration/heat exchanger equipment located in B.631, and the installation new refrigerant compressors, heat exchangers, controllers, wiring, and condensers. The government will allow an on-site pre-inspection before submitting final proposals. This inspection will be on July 20, 2005 at 9 am. All interested offerors are asked to contact the below contract specialist one week prior to this date with a listing of any persons who will attend this inspection and provide the necessary information for entering Picatinny Arsenal for this pre- inspection open-house. This includes complete name, company name and address, vehicle make, vehicle model and license number of vehicle, driver’s license, etc. for identification purposes. All interested offerors will be bound by ARDEC Clause 68 in regards to employees who would work on the contract at Picatinny Arsenal, NJ. The submissions will be evaluated on the most technically acceptable and lowest price to the government. The contractor technical proposal must accurately descript the equipment to be supplied and associated costs for removal and installation of the new equipment as described in the attached Statement of Work.
