Description
The Department of Homeland Security Contingency Support Project (CSP) provides for the augmentation of existing Immigration & Customs Enforcement (ICE) Detention and Removal (DRO) Program facilities in the event of an emergency influx of immigrants i nto the United States. The mission of the CSP is to plan for, and on order, initiate specific engineering and logistics support necessary to establish, operate, and maintain one or more expansion facilities. The Contingency Planning contract will be com prised of the following: Planning, Plan Maintenance/ Update, Exercises, and Execution. The general scope of the program is to provide for all necessary activities, equipment, material, and personnel to accomplish all required temporary facilities and logi stics services to support 1,000 to 5,000 - person migrant populations at one or more sites, as well as supporting the Collection Relocation Points (CRP) that will support the relocation of potentially thousands of detainees at various sites within CONUS an d US Territories, Possessions, Protectorates, and Commonwealths identified by DHS/ICE. This contract will not provide for permanent buildings/facilities. This contract is a follow-on to an existing five year effort, all efforts developed to date will be supported by the selected firm. The contract will be an indefinite delivery contract for a base period plus four one-year option periods. The maximum estimated total contract amount Not-to-Exceed (NTE) $385,000,000.00 covers the possibility that an event will occur requiring the execution of a task order. Solicitation to be issued on or about 25 July 2005, a pre-proposal conference to be scheduled on or about 12 August 2005, and proposals due on or about 29 August 2005. Anticipated evaluation factors wil l be Management and Execution Plan, Past Performance, Prior Experience, Sample Project Proposal, and price. If a large business is selected for this contract, if must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that par t of the work it intends to subcontract. Subcontracting Plan and Pre-Award Information will be submitted as part of the proposal. The subcontracting goals for the Fort Worth District will be considered in the negotiation of this contract are: (1) at lea st 50.9% of a contractors intended subcontract amount be placed with small businesses; (2) at least 8.8% of a contractors intended subcontract amount be placed with Small Disadvantaged Businesses (SDB); (3) at least 7.2% of a contractors intended subcon tract amount be placed with Woman-Owned Small Businesses (WOSB); (4) at least 2.9% of a contractors intended subcontract amount be placed with Historically Underutilized Business (HUB) Zone certified contractors; (5) at least 0.5% of a contractors intend ed subcontract amount be placed with Service-Disabled Veteran-Owned Small Businesses (SVOSB).
