- Description
- The Defense Threat Reduction Agency (DTRA) Chemical and Biological (CB) Defense Science and Technology (S&T) Program is seeking interested sources capable of expanding the currently available S&T support base through novel advertisement, publication, and/or solicitation methods. The CB Defense S&T Program manages and integrates all DoD CB warfare defense efforts and, in addition, performs program financial management functions. It currently receives S&T support through contractual relationships with U.S. Government Laboratories (DoD, DOE, EPA, etc.), universities, and commercial companies using Broad Agency Announcements (BAA) to the commercial world, Small Business Innovative Research (SBIR) requests, targeted Requests for Proposals and University Programs. The objective of this announcement is to gain the assistance of firm(s) capable of expanding DTRA’s access to the broadest range of scientific and technical expertise in a manner that minimizes risk and cost to the Government and provides for Government rights to intellectual property. This expanded access will be used to support DTRA’s programs involving biological and chemical sciences, aerosol physics and related disciplines. DTRA’s mission is to safeguard the American military and its allies from weapons of mass destruction by reducing the present threat while preparing for the future threat. The CB Defense Program provides direct support to the Joint Program Executive Office (JPEO) for CBD through its many S&T programs and initiatives to improve our defensive capabilities against Chemical and Biological Weapons. Activities within the CB Defense S&T fall into the following three categories: • Medical science and technology programs look at pretreatments (i.e., vaccines) diagnostics, therapeutics to counter both existing and emerging threats, • Physical Science and Applied Technology programs focusing on Collection, Detection, Protection, Decontamination, Modeling & Simulation, and Support Science & Technology; and • Technology Transition Programs focus on Transition Planning, War-fighter Enhancement, and Anti-Terrorism and Force Protection. Potential sources must demonstrate their firm’s existing capabilities in identifying, seeking and establishing relationships with entities that are capable of providing solutions or technologies to support the CB Defense S&T Programs. Potential sources having the capability necessary to assist the CB Defense S&T Program in identifying and pursuing the above services are invited to provide information demonstrating their capabilities. Information submitted should demonstrate the firm’s capability to reach the largest pool of resources in the areas identified above, and clearly identify the methods used to obtain sources, technologies, products and services related to CB Defense S&T. Information submitted shall also include a description of costs involved for all parties concerned (prime, government and technology provider), and clearly describe the arrangement that would result between the prime, the technology provider and the U.S. Government (to include intellectual property rights).
