Description
In accordance with FAR subpart 13.106(b) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to the University of Calgary, in the amount of $32,000 for follow-on analysis for Farm Exposure Estimation and Lung Burden Measurements. CDC believes that University of Calgary is the only organization that can meet the NIOSH requirements. The University of Calgary has custodial property rights to the original data and lung tissues required for analysis and extension of the database developed in a previous contract. The University of Calgary has the demonstrated expertise required for these follow-on analyses, which include specialized lung tissue and particle analysis techniques and airborne particle exposure assessment in Alberta farmers. University of Calgary and staff developed a database for NIOSH containing exposure and health effects data in a specific cohort of Alberta farmers and non-farmers; they also performed specialized analyses of lung tissues. This order is intended to build on data and analyses developed by University of Calgary (1) developing a job-exposure matrix to estimate individuals’ particle exposures during farming, and (2) measuring the particle burdens in lung tissue, by both stereological imaging and mineral content analysis. These follow-on analyses are intended to provide the complete data needed by NIOSH for a study investigating exposure, dose, and response relationships of inhaled particles, and evaluating lung dosimetry models. The follow-on analyses requires an in-depth understanding of the source data and the methodology used, as well as understanding how the additional analyses will be integrated to provide the complete data needed by NIOSH. University of Calgary has the detailed understanding and expertise in the specific areas needed for the follow-on work, including numerous publications on these specific topics, and has demonstrated successful completion of the previous contract on which this follow-on work is based. CDC believes that University of Calgary is the only organization uniquely qualified to perform this requirement. Interested parties who feel that they possess the capabilities to provide this service described above should submit a capabilities statement demonstrating their abilities to provide the service. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
