Description

This is a combined synopsis/solicitation, Solicitation INL0110595045, from which the Government intends to award a firm, fixed price contract for the purchase and delivery of Laboratory Equipment. More than one contract may be awarded and offers may be submitted for part or all of the requirement. The Laboratory Equipment will be delivered FOB Destination to Robertson Forwarding Co, Inc, 4469 NW 97th Ave, Miami, FL 33178. Offers must state the standard warranty provisions and warranty must remain in effect at the final destination, Colombia. Offers must indicate the delivery schedule for each item offered. DESCRIPTION OF SUPPLIES REQUIRED: LINE ITEM 0001: High Presure Liquid Chromatography and Mass Spectrometry LC/MS System. Quantity: 1 EA. Liquid Chromatography (LC) system attached to a Mass Spectrometry (MS) System in a single LC / MS System. It must have capabilities to be attached and to a Post Column Rection Module. The LC system (High Pressure Liquid Chromatography) must include binary pump, vacuum degasser, fluorescence detector, DAD detector, autosampler, thermostatted column compartment features. The MS system must be high performance with direct manual injector; range 1500 Daltons. Manager software for the LC/MS system must be included. One kit with the most used replaceable parts (gaskets, o-rings, seals, filters, etc) must be included. Power requirements 115V/60Hz. LINE ITEM 0002: Post Column Reaction Module. Quantity: 1 EA. Post Column Derivatization System. This system must have capabilities and compatibilities to be attached to a Liquid Chromatography / Mass Spectrometry System (LC/MS). Manager software for this system must be included. One kit with the most used replaceable parts (gaskets, o-rings, seals, filters, etc) must be included. Power requirements 115V/60Hz. LINE ITEM 0003: Nitrogen generator. Quantity: 1 EA. Nitrogen generator with Oxigen analizer. This device must be compatible with the LC/MS system model selected. One kit with the most used replaceable parts (gaskets, o-rings, seals, filters, etc) must be included. Power requirements 115V/60Hz. LINE ITEM 0004: Vacuum centrifuge. Quantity: 1 EA. Vacuum centrifuge. Enhanced evaporation modelorganic compatible. Display of vacuum, temperature and time selection. Rotor for 24 vials of 18x52 mm required. Power requirement 115V/60Hz. One kit with the most used replaceable parts (gaskets, o-rings, seals, filters, etc) must be included. LINE ITEM 0005: Univeral Vaccum Pump. Quantity: 1 EA. Oil-free pump for laboratory applications, solvent recovery system and vapor trapping funtions must be included in the same unit. Power requirement 115V/60Hz. LINE ITEM 0006: Convenience Cart. Quantity: 1 EA. Car with four wheels and shelves to carry vacuum systems. The shelves must be chemical resistant and holds the size of the vacuum centrifuge. LINE ITEM 0007: Water Purification System. Quantity: 1 EA. Flow rate 1 to 3 L/min. Water purity must fill HPLC reagent grades. Dimensions are critical so the system must be small (up to 50 cm each side). LINE ITEM 0008: Analytical balance. Quantity: 1 EA. Digital display, Readability 0.1 mg . Calibration internal or autocalibration. Max capacity 80 - 220g. Power requirements 115V/60Hz. LINE ITEM 0009: Digital balance. Quantity: 1 EA. Toploading digital balance. Readability 0.01g. Max capacity 2000 - 3500 g. Power requirements 115V/60Hz. LINE ITEM 0010: Sonic bath cleaner. Quantity: 1 EA. Ultrasonic Cleaner 42 kHz, with heather, temperature monitor and timer. Volume capacity 2 - 5 gal. Power requirements 115V/60Hz. Insert stainless-steel trays for ultrasonic bath cleaner: Perforated insert tray (1 unit) and mesh tray (1 unit) set must be included. LINE ITEM 0011: Vortex. Quantity: 3 EA. Adjustable speed feature. Rubber cup for conventional shaking. Speed 100 - 3000 rpm. Power requirements 115V/60Hz. LINE ITEM 0012: Digital Timer. U.S. Standard No. 14 ; 1.40mm SS frame/ SS wire, Full height, 8” testing sieves. One top cover with handle and one receiving pan for 8" sieves must be included. LINE ITEM 0024: Sieve 0.6 mm. Quantity: 1 EA. U.S. Standard No. 30. 0.600 mm SS frame/ SS wire, Full height, 8” testing sieves. LINE ITEM 0025: Colony counting system. Quantity: 1 EA. Bacteria/Fungi colony counter set must include magnifier lens, light box and counter. Power requirements 115 V/60Hz for light box AC adapter. DELIVERY TERMS AND CONDITIONS: Delivery will be made to Robertson Forwarding Company, Inc, 4469 NW 97th Ave, Miami, FL 33178. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable forward shipment to OCONUS destination in Colombia without repacking or incurring damage during shipment and handling. EVALUATION AND AWARD: Offers will be evaluated on the product technical capabilities, delivery schedule and price. Award will be made to the the offer whose technical proposal is rated the highest. Price is less important than technical capability and a favorable delivery schedule. If proposals are judged equal in technical, then offer with the better delivery schedule may be rated higher. APPLICABLE PROVISIONS AND CLAUSES: The successful offeror must register in the U.S. Government’s Central Contractor Registration (CCR). The website to register is www.ccr.gov. The following Provisions and Clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 (checked clauses under FAR 52.212-5(a)(1) are 52.203-6 and 52.225-13), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. No additional FAR clauses apply. Each offeror must complete and submit with the offer a signed and dated Standard Form 1449 Solicitation/Contract/Order for Commercial Items (complete blocks 17a, 19 - 24, 30 a - 30c) and the clause FAR 52.212-3. The Addendum provision DOSAR 652.225-70, ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) applies to this procurement and is provided in full text below: 652.225-70 ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) (a) Definitions.
