- This is amendment 0002. Questions and answers could not be attached through Fedbizopps so they are provided herein as follow: Q 1.) Are the items outlined in “Section III Tasks” minimum mandatory requirements, or would FEMA entertain a response from a contractor that was comprehensive, providing for 5 day, once a day news summariy coverage, yet not provide for 7 day coverage of news summaries? A.1.) The tasks listed are minimum mandatory requirements. While under typical operations , we only require five day (M-F) support, during periods of heightened disaster activity when our operations are functioning 24/7, the summaries must follow suit and expand to 7 days. Its not a problem to deliver to one point of contact at FEMA, who would then deliver to the designated distribution list of FEMA officials. Q.2.) How important is timeliness versus other requirements? A.2.) We monitor wires for breaking news internally. Our primary requirement with this contract is to meet the need to provide daily summaries of media coverage to FEMA leadership. Q.3.) What are FEMA’s media priorities in terms of sources? (i.e. Can you provide a list of the major sources by media types that are “must haves”?) A.3.) As part of the best value determination, we will look at the depth of sources that a contractor accesses. We would like as much coverage as possible, bearing in mind that other considerations as well. In brief, however, our media priorities in terms of sources would be a national print (both newspaper and magazines), broadcast and online media as well as local and regional print, as available, broadcast and online. Q.4.) How many FEMA employees would need access to the news summaries, full text of the articles contained in the new summaries and e-mail alerts, etc? How many outside of FEMA could potentially require these services?
