Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractor?s may submit a quotation. *** ***This is a brand name or equal procurement. Brand name or equal description is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency requirement.*** *** The National Institute of Standards and Technology is seeking to purchase One (1) Digitizing Card and One (1) Digital Signal Generator.*** ***All interested Contractor?s shall provide a quote for the following line items: Line Item 0001: Quantity One (1) CompuScope 14200-32M 14 bit PCI bus digitizer for precision signal capture with 2 synchronous channels at 200 MS/s or equivalent product meeting the following required specifications: (1) Shall be able to synchronize with a Gage CompuScope 82G (currently in use at NIST); (2) Shall have 14 bits or more accuracy; (3) 200 mega samples/s or more capability; (4) Multiple record with pre-trigger capability and (5) Shall provide off the shelf Windows software which makes available all hardware features. Line Item 0002: CompuGen 4300 12 bit, 300 MS/s, 4-channel D/A and ARB card for PCI bus with 4M samples of on-board memory (signal generator) or equivalent product meeting the following required specifications: (1) Shall be able to capture digitizer output from device described in item 1 and then regenerate that as output pulses and (2) Shall provide off the shelf Windows software which makes available all hardware features. *** The Contractor shall state the warranty coverage provided for the instrumentation. *** ****Delivery shall be provided no later than August 31, 2005 and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Offerors shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, which clearly documents that the offered product(s) meet the specifications stated above and meet the needs of the Government in essentially the same manner as the brand name *** Award shall be made to the quoter whose quote offers the best value to the Government. Technical Capability and Price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting the Requirements," 2) Price. Technical capability and Price shall be considered of equal importance. Evaluation of Technical Capability will be based on the information provided in the quotation.
